1. The National Historical Commission of the Philippines (NHCP), through the General Appropriations Act 2020 intends to apply the sum of Php 9,600,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Curatorial Design and Execution for the New Sorsogon Provincial Museum. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
  2. In view of two (2) failed biddings for the project Curatorial Design and Execution for the New Sorsogon Provincial Museum, the NHCP through its Bids and Awards Committee (BAC) invites Phil-GEPS registered companies to participate in the negotiation in accordance with Section 53.1 of the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act.”

  1. The scope of works, bid forms, and specifications may be downloaded at the NHCP website nhcp.gov.ph and purchased at the BAC Secretariat upon payment of a non-refundable fee in the amount of P10,000.00 not later than the submission of their quotations. Companies who have purchased bid documents during the first two-failed biddings need not to pay for bid documents.
  2. Bids shall be submitted in sealed envelopes (Envelopes 1, 2, and 3), labeled as “Negotiated Documents,” with the title of the procurement project, name of Bidder, address of the Bidder, and contact details of the bidder, addressed to the undersigned. Each bidder shall submit one (1) original and one (1) copy of each envelopes, with each and every page signed by the duly authorized representative/s of the Bidder.

  1. Interested bidders may obtain further information from National Historical Commission of the Philippines at the email address given below during 8:00 a.m. to 5:00 p.m.

  2. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
  3. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
  4. The contract shall be completed within one hundred eighty (180) calendar days.

  5. The National Historical Commission of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
