Scope
The work shall include the supply of labor and materials necessary to complete the subject project per approved Scope of Work and these specifications, which are parts of the Contract of Services. Governing Codes: R.A 9184, National Building Code and all related applicable local ordinances and regulations.
The contractor shall provide the necessary permits, clearances or licenses and must comply with the regulations of the municipality of Carmen, Bohol.
The contractor shall submit, prior to the execution of the specified works, a schedule of work expressed in either Bar Chart, or PERT/ CPM, indicating all activities, their duration and projected percentage accomplishments / cash flow, for monitoring purposes.
For painting production, the Contractor shall provide new materials, fabricated products, and necessary equipment and services for all works.
For all restoration and preservation works involving original, authentic and old materials, decorations, motifs and ornaments, a conservator from the Materials Research Conservation Division should be consulted prior to start of contract work. It is very important to consider that the ceiling painting involved in the works is a heritage property, a hallowed and sacred object that is part of the Filipino heritage, and therefore, must be given due respect. The Contractor is therefore expected to provide optimum quality of materials, craftsmanship and services befitting this significant work of art.
Conservation materials that are not particularly mentioned in these specifications shall be subject for testing, mock-up, selecting, or approval prior to their application in the project.
The contractor shall provide full-time supervision of the works.
All materials and equipment shall be delivered to the site at designated locations within the project premises.
The National Historical Commission of the Philippines (NHCP) or its authorized representative reserves the right to reject any materials or workmanship that may be found defective or not in conformity with the approved plans and specifications. In cases where conflicts between the specifications arise, these should be immediately brought to the attention of the NHCP or its authorized representative for appropriate action.
All billings shall be subject to a submission of a Statement of Account by the Contractor, including his percentage accomplishment report and photographs for evaluation and acceptance by the NHCP. The Contractor shall provide access to the work areas for the convenience of the inspection team during project inspection.
Change or additional works, which are necessary but not included in the scope of work, shall be subject to variation order preparation upon proper request and notice by the Contractor.
The cost of the project is P3, 500,000 for the conceptualization, geometric design and production of church ceiling painting (left and right nave). The winning bidder shall have 180 calendar days to execute production works from receipt of the notice to proceed.

MALOLOS, BULACAN – The National Historical Commission (NHCP) spearheads the commemoration of the 118th Anniversary of the Inauguration of the First Philippine Republic in coordination with the Provincial Government of Bulacan, and the City Government of Malolos, on 23 January 2016, 8:00 a.m. at the Barasoain Church Historical Landmark in Malolos City, Bulacan.
The celebration begins with flag-raising and wreath-laying rites to be led by Department of the Interior and Local Government Secretary Ismael D. Sueno. He will be joined by NHCP OIC-Chairman Rene R. Escalante, Bulacan Governor Wilhelmino Sy-Alvarado, Malolos City Mayor Christian D. Natividad, Vice Governor Daniel R. Fernando, Vice Mayor Gilbert T. Gatchalian and other local officials from the Provincial Government of Bulacan and City Government of Malolos.
After the flag-raising and wreath-laying rites, Rev. Fr. Dars Cabral, parish priest of Nuestra Señora del Carmen, Barasoain Church will lead the opening prayer. Mayor Natividad will give the welcome remarks, while Governor Alvarado will deliver a message. Dr. Escalante will introduce the guest-of-honor. Secretary Ismael D. Sueno will deliver his message.

RECOMMENDING THE DECLARATION OF FAILURE OF BIDDING FOR THE RESTORATION OF IVATAN HOUSE, UVOY, MAHATAO, BATANES
The National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited qualified companies to bid for the Restoration of lvatan House, Uvoy, Mahatao, Batanes with a total ABC of P3,719,000.00 through its advertisements on PhilGEPS, Phiilppine Daily Inquirer, NHCP premises and NHCP Web on December 13-20, 2016.
WHEREAS, Section 35.1.a of R.A. 9184 Implementing Rules and Regulations states that the BAC shall declare the bidding failure when no bids received;
NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its January 3, 2017 deliberation, be it
RESOLVED, AS IT IS HEREBY RESOLVED, that the bidding for the Restoration of lvatan House, Uvoy, Mahatao, Batanes be declared a failure. Consequently, the BAC shall conduct a re-bidding and reposting of the said project.

President Rodrigo Roa Duterte leads the observance of the 120TH Anniversary of the Martyrdom of Dr. Jose Rizal
MANILA – The Rizal Day 2016 Inter-Agency Task Force, in cooperation with other national and local government agencies, leads the national commemoration of the 120th anniversary of the martyrdom of Dr. Jose Rizal on 30 December 2016, 7:00 a.m. at the Rizal National Monument, Rizal Park, Manila; Rizal Shrine, Calamba City, Laguna; and Rizal Shrine, Dapitan City, Zamboanga del Norte.
President Rodrigo Roa Duterte spearheads the observance with an early morning flag-raising and wreath-laying ceremonies at the Rizal Monument at the Rizal Park in Manila. Mayor Justin Marc S.B. Chipeco is the guest of honor at the Calamba City commemorative rites while Councilor and Knights of Rizal Chapter Commander Alemarlou Bantilan Dagpin, KCR, is the guest of honor at the Rizal Shrine, Dapitan City.
Various activities will be held such as “Serbisyong Handog ng Pamahalaan” (Medical, Dental, and Optical Services, Diskwento Caravan at the Rizal Park), historical conferences and lectures, choir competition, demonstration of selected sports, Jose Rizal Model Student Award, light and sound presentation and guided tours, and free LRT/MRT rides.

NHCP turnover the three completed projects to LGUs of Bohol
BOHOL—The National Historical Commission of the Philippines (NHCP) led by its Acting Executive Director Ludovico D. Badoy, will turn over three completed restoration projects to the Local Government Units of Bohol.
The NHCP will turn over the completed restoration projects: the Jose Rizal Monument in Loon and the Kuta Buildings in Corella on 14 December 2016. The Jose Rizal Monument will be turned over and received by Loon Mayor Elvi Relampagos. The event will be witnessed by Vice Mayor Llyod Peter M. Lopez. At 4:00 p.m., the Kuta Buildings will be turned over to Corella Mayor Jose Nicanor Tocmo. The event will be witnessed by Vice Mayor Asuncion B. Daquio.
The restored Pamilacan Watch Tower will be turned over on 15 December, 10:00 a.m., at Pamilacan Island. The Pamilacan Watch Tower will be received by Mayor Benecio Uy, and witnessed by Bohol Governor Edgar Chatto and Brgy. Captain Crispo Veleroso. Governor Chatto will deliver a message for the event.

Museo ni Ramon Magsaysay in Castillejos to open on 12 December
The National Historical Commission of the Philippines (NHCP) Acting Chair and Commissioner Dr. Rene R. Escalante will open the modernized Museo ni Ramon Magsaysay in Castillejos, Zambales with Vice Governor Angel Magsaysay-Cheng as guest of honor on 12 December 2016 at 11:00 a.m.
Ramon Magsaysay served as President from 1953-1957 and was considered one of the outstanding leaders of his time. His simplicity, honesty, and respect for the dignity of others endeared President Magsaysay to the masses. During his term, he initiated agrarian reform, constructed health centers for rural areas and made the Philippines a founding member of the Southeast Asia Treaty Organization in Manila on 8 September 1954.
The new museum narrates the life, career, and achievements of President Ramon Magsaysay through innovative exhibits and interactive technologies.
Other facilities include an audio-visual area and an e-learning room for NHCP’s online lessons on the history of the Philippines.

UST Chief Archivist to open Nagcarlan Underground Cemetery museum
L A G U N A -The National Historical Commission of the Philippines (NHCP) will open the Nagcarlan Underground Cemetery Museum on 9 December 2016, at 10:00 a.m. in Nagcarlan, Laguna. NHCP Acting Chair and Commissioner Rene R. Escalante and Professor Regalado Trota Jose, Chief Archivist of the University of Santo Tomas, will lead the opening ceremony.
The new museum features a brief history of the Nagcarlan Underground Cemetery, the characteristics of heritage materials and the conservation techniques used by the NHCP to restore the chapel and perimeter walls.
In addition to original artifacts, the museum uses infographics, touchscreen terminals, and an audio-visual presentation.

153rd Birth Anniversary of Andres Bonifacio to be observed
The 153rd Birth Anniversary of Andres Bonifacio will be commemorated on 30 November 2016. Flag-raising and wreath-laying rites will be held at the Museo ng Paglilitis ni Andres Bonifacio, Maragondon, Cavite; Bonifacio National Monument, Caloocan City; Bonifacio Memorial Shrine, beside Manila City Hall; Bonifacio Monument, Balintawak (Cloverleaf), Quezon City; Bonifacio Monument, Tutuban Center, Manila; and the Bonifacio Monument, Bonifacio Global City, Taguig to pay tribute to the noble hero.
Andres Bonifacio is regarded as the “Father of Philippine Revolution” during the Spanish colonial rule and the leading Founder of the Kataastaasan Kagalanggalangan Katipunan ng mga Anak ng Bayan (KKK or Katipunan) established on 7 July 1892. Open to both peasants and the middle class the organization aimed to put an end to the Spanish colonial rule. Bonifacio was later on elected as Supremo of the Katipunan.

Luna-Vibora Exhibit: A Tale of Two Generals
“Carve… into the hearts of our jubilant youth the blossoming and fragrant love of country which we inherited from our forebears, and hence awaken them to follow the footsteps of him who, without second thought, risked his life and property for the aggrandizement or restoration of the past glory of our Motherland.” This is how our hero Gen. Artemio “Vibora” Ricarte sees the importance of memorializing our heroes. In today’s trying times when we are forgetting the meaning of heroism, blinded by ignorance and misinformation, it is our duty to heed Ricarte’s call: to enlighten our fellow Filipinos to the deeds of genuine heroes. Gen. Antonio Luna, an example of such, agrees with his contemporary when he wrote: “Is it not more humane, for you who know this society and its dangers, to guide our countrymen who have strayed from the true path than to abandon them by themselves? Would it not also be the duty of a fellow countryman?”
As if in compliance to the appeals of Ricarte and Luna, the National Historical Commission of the Philippines (NHCP) will open a free-access travelling exhibit in honor of two of our heroes in celebration of their 150th birth anniversaries. These two are none other than Artemio Ricarte and Antonio Luna themselves. The exhibit, titled “A Tale of Two Generals,” will be formally opened on 25 November 2016 at the NHCP central office. The exhibit encapsulates the lives and deeds of Ricarte and Luna, and by memorializing them, the exhibit aims to communicate to Filipinos, particularly the youth, the values and convictions that these two heroes lived by and died for.
In addition to the narrative, the exhibit features interesting and rare pictures and artifacts related to Ricarte and Luna. The story of their early lives is accompanied by extraordinary photographs of schools where they studied, and actual and facsimiles of books used during Spanish times. Luna’s works during his reformist days – Impresiones, El Hematozoario del Paludismo, and his articles in La Solidaridad – are reproduced from Spanish libraries. Little known Tagalog poems that Ricarte wrote since the 1896 revolution are also displayed in the exhibit. As a consequence of the revolution, Luna, initially a reformist, was incarcerated and deported to Spain as documented by handwritten letters.
Despite their differences beforehand, both Ricarte and Luna adamantly defended our newly established independence from the Americans since 1899. A large map of Luzon is on display where these two generals led the Filipino forces into battle. Actual rayadillo uniforms and Mauser rifles, along with pictures of battles, will give visitors a more realistic perspective of the war against the United States. Facsimiles of Luna’s orders, most famous is his “articulo unico,” will show how he maintained discipline among his soldiers.
The war, unfortunately, ended tragically for both Ricarte and Luna. Letters from the Philippine Revolutionary Papers give more detail on Luna’s death at the hands of fellow Filipinos owing to his intransigence. Ricarte, on the other hand, lived on and continued his bitter struggle. His draft constitution, letters on filipinization and other writings are all manifestations of his sincere love of country. The blend of holistic narratives and rare visuals and artifacts will surely interest and educate visitors on the lives and deeds of our heroes in the persons of Ricarte and Luna.
After its formal opening, the travelling exhibit will remain at the NHCP building until the end of 2016. It will be transferred and displayed in various NHCP museums and other institutions afterwards.
