Invitation to Bid for Restoration of the Punta Diamante (including the belfry)Bulusan, Sorsogon
- The National Historical Commission of the Philippines, through the 2022 General Appropriations Act, intends to apply the sum of Nine Million, One Hundred Sixty-Eight Thousand Eight Pesos and 61/100 (₱ 9,168,080.61) being the Approved Budget for the Contract (ABC) to payments under the contract for the Restoration of the Punta Diamante (including the belfry), Bulusan, Sorsogon. Bids received in excess of the ABC shall be automatically rejected at bid opening.
- The National Historical Commission of the Philippines now invites bids for the above Procurement Project. Completion of the Works is required within One Hundred and Eighty (180) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
- Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

The X’s and O’s of the Battle of the Pinaglabanan

Introduction
Considered as the first battle for independence, the Battle of Pinaglabanan was an encounter between the Katipuneros and of the Spanish Civil Guards and soldiers on the area of San Juan del Monte. As agreed upon by Andres Bonifacio and his fellow katipuneros, they will march and proceed in the walled city of Intramuros. Bonifacio and his men, will march from Balara dissecting San Juan del Monte.
The encounter in San Juan del Monte proved to be futile for the Katipunan. Their first attempt to shake the Spanish confidence and to seize authority was put into vain. Nonetheless, though the first try failed, the attacks elsewhere in the archipelago, especially in the north and south of Manila, gained momentum.
But what can be the causes of the failure? Three critical factors played a huge consideration and greatly affected the outcome of the battle. These are:
Armaments
Prior to the revolution, one major problem the Katipunan sought to address is the lack of arms. Previously, a few months before the revolution, they made an attempt to connect to the Japanese to purchase arms. They even paid a visit to a docking Japanese cruiser Kongo at the port of Manila to negotiate the purchase.
Upon the confirmation of the existence of the Katipunan, in Balintawak, the armaments for the revolution was once again tackled. All they have secured were bolos, spears, and a handful of revolvers and mausers. This was the reason why they had decided to attack El Polvorin in San Juan del Monte to secure and to increase their armaments.
All the abovementioned produced little to no success. The procurement of arms from Japan did not materialize. The bolos and spears they gathered in Balintawak were not enough.
Majority of the bolo-wielding katipuneros encountered the properly armed Spanish militia. The katipuneros, with melee fighting as their only option, is no match against the Spaniards equipped with long-range armaments such as remington, mauser, and revolver.
From this factor, the Spaniards had the edge.
Numbers
It was said that the Katipuneros who marched towards San Juan del Monte ranges from 800 – 2,500 men, depending on who you read. Coming from different Sangguniang Balangays within the area, all converged into one place.
On the other hand, the Spanish contingent consists only of regiments and cavalry – still fewer than the marching Katipuneros.
With overwhelming numbers, the Katipuneros got the edge.
Battle Experience
Katipuneros versus the Spanish soldiers.
The former were ordinary citizens, living simple lives prior to the revolutions. No experience on organized warfare, no idea on how to operate a rifle. What do they have were farm tools – bolos, spears, and knives – the only available arms in the surroundings. Few members belonged to the artillery of the Spanish army who either sympathizes or an active member of the secret society.
The latter, on the other hand, were trained personnel prepared to combat.
The katipuneros, though determined to fight, cannot sustain their efforts with a futile knowledge in the battle field. They were no match against the Spanish troops who were far more organized and knowledgeable in warfare.
Counter-intelligence also played a crucial role. Though Bonifacio and top Katipunan officials devised a plan on how to take-over Manila and the surrounding suburbs, the counter-intelligence report received by Governor –General Ramon Blanco dictated the Spanish government’s next move. He ordered the movement of troops within Manila. He also ordered fortifying El Deposito.
Coordination, fighting prowess, ability and knowledge on tactical strategy and familiarization on the usage of arms are needed in the battlefield, which the katipuneros lack of.
With this, the Spaniards clearly had the edge.
The Best-of-Three Scenario
Imagine a collegiate finals basketball game – where two universities vie for the championship through three games. In the Battle of Pinaglabanan, these three games are arms, participating soldiers/katipuneros, and experience. The Katipunan will easily win the number game, but they will be defeated on arms and experience.
Having discussed the three factors, we can surmise that to win a war, these three factors should be considered. The Katipuneros, though overwhelming in members, cannot compete against the Spaniards without proper armaments and proper knowledge and experience in warfare.

A CRY FOR CLARIFICATION: A Short Discussion on the Controversies Surrounding the Cry of Pugadlawin

Introduction
The history of the Kataastaasan, Kagalanggalang na Katipunan ng mga Anak ng Bayan is inspiring yet intriguing. Scholars can choose from a wide range of topics to make a thorough discussion yet enigmatic due to scarcity of primary documents and reliability of sworn statements of witnesses, especially, the surviving katipuneros. One of the intriguing and controversial topics in the history of katipunan is the Cry of Pugadlawin.
The Cry of Pugadlawin as we know today
Since 1963, via the virtue of Proclamation No. 149, s. 1963, President Diosdado Macapagal declared every 23rd of August a special public holiday in Quezon City. Another Proclamation by then President Ferdinand Marcos in 1971 included the City of Caloocan in the celebration. Hence, citizens of the mentioned cities and other katipunan-minded citizens remember this momentous event as the Cry of Pugadlawin.
The Commemoration of the Cry years after the revolution
In 1907, years after the end of the Filipino-American War which resulted in the annexation of the Philippines as a United States’ territory, the Sedition Act was repealed. As a result, Filipinos were able to celebrate and commemorate anything that connects with the revolutionary ideals – and that includes the commemoration of the cry. The first time the cry was commemorated was in 1908, and a monument was built in Balintawak for that commemoration. In 1968, to give way for the Manila North Diversion Road (MNDR) which we now know today as the North Luzon Expressway, the monument was then transferred to the University of the Philippines.
The Moment they saw themselves Cry
Since the commemoration of the event, numerous surviving katipuneros publicly clashed as to when and where the event happened. Addressing each other, these katipuneros claimed and rebutted each other’s statements. In general, these were the katipuneros who claimed knowledgeable of the event:
Pio Valenzuela
A high-ranking official in the Katipunan, he claimed that the event occurred on the 23rd of August 1896. Further he claimed that it occurred in Pugadlawin.
His claim was agreed on by fellow katipuneros Briccio Pantas, Cipriano Pacheco, and Vicente Samson.
Pio’s claim was supported by historian Teodoro Agoncillo.
Guillermo Masangkay
On the other hand, Guillermo Masangkay, refute this claim. According to him, the cry took place in Balintawak and happened on the 26th of August 1896. He also refuted that the katipuneros mentioned above were in fact already not present when the said cry took place.
Of Terminologies, meanings, and interpretations
Part of why there was confusion was due to the usage of terminologies. The term cry denotes many meanings which also depend on different interpretations. Some refer to it as the moment the katipuneros made a resolution or decision to revolt. Others made an interpretation of the cry as the tearing of the cedula. For some, it was the first encounter between the Katipuneros and the Spanish Civil Guards.
Identifying the location is also crucial. Geography and political boundaries do change overtime. Hence, when identifying the exact location of the event, confusion arises. It should also be taken note if the katipuneros present in the said event were not aware of the names of the places they were in.
Other contention
The constitution crafted and declared at Biak-na-bato stated that, in its introduction, the revolution started on the 24th of August 1896. The reliability of this statement is very strong since this was declared by the leaders of the revolutionary government (members of the Katipunan) and this was declared only after a year. The proximity if the date of declaration of the constitution to the ‘cry’ is reliable.
Resolution by the NHI
As mandated, NHI is tasked to resolve, clear, and declare historical controversies. As such, on 14 August 1986, through NHI Board Resolution No. 2, series of 1986, the NHI declared the event as the ‘Cry of Pugadlawin’ which occurred on the 23rd of August 1896.
And on 2001, a panel was formed to review the case and it resulted in the reaffirmation of the previous declaration which is the Cry of Pugadlawin.

NHCP REMEMBERS CARMEN GUERRERO-NAKPIL ON HER BIRTH CENTENNIAL
We, at the National Historical Commission of the Philippines (NHCP), join the family and friends of Carmen Guerrero-Nakpil, former Chairperson of the National Historical Commission (NHC), a forerunner of the NHCP, in commemorating her birth centenary on 19 July 2022.
Guerrero-Nakpil served as Chairperson of the NHC from June 1967 to March 1971. During her tenure, the NHC was just newly formed out of the merger of the Philippines Historical Committee and the National Heroes Commission in 1965. The almost two-year transition resulted in Guerrero-Nakpil’s direct administration of the five national shrines her agency had inherited from the said predecessor offices and concurrently supervised by the Director of the National Museum until 1967. These were the Rizal Shrines in Calamba, Dapitan and Fort Santiago and Mabini Shrines in Tanauan and Nagtahan, respectively.
Owing to a meager budget allotted to the NHC, Guerrero-Nakpil tapped various government agencies and the private sector to help finance the maintenance and operation of the national shrines, apart from the proceeds of the publications. Nevertheless, she made the NHC available to assist fellow cultural agencies, as in the case of the transfer of 11 million documents of the Bureau of Records Management from its old office to the National Library Building from 18 September to 3 October 1967.
A champion of public history, she organized the Floating Museum of Philippine History aboard the Presidential Yacht. After its tour around the country from 25 March to 13 May 1969, the exhibit found a permanent home in the National Library Building. She also spearheaded the production of historical films, the promotion of local history, and the increase in the number of national shrines outside Manila.
Guerrero-Nakpil rose to prominence for her columns in various newspapers such as Evening News, The Philippines Herald, The Manila Chronicle, The Manila Times, Asia, and Malaya. She also wrote ten books, many of which discoursed post-colonial history and Philippine nationalism.
Born in Manila on 19 July 1922, Guerrero-Nakpil graduated in St. Theresa’s College in 1942 and in the same year married Ismael A. Cruz, a descendant of Jose Rizal through his sister Maria. In 1950, five years after Cruz died, she married architect Angel E. Nakpil.
In addition to being NHC Chairperson, Guerrero-Nakpil also served as Director-General of the Technology Resource Center (1975-1985) and was elected to the Executive Board of the United Nations Education, Scientific and Cultural Organization (UNESCO) in 1983.
Guerrero-Nakpil died on 30 July 2018 and was survived by her children, including incumbent NHCP Commissioner Lisa Guerrero Nakpil and former Board Member Gemma Cruz Araneta, who in her capacity as National Museum Director joined the NHC Board then chaired by her mother.
Invitation to Bid – Museum Maintenance Works for Museo ni Baldomero Aguinaldo (MBA) in Binakayan, Kawit, Cavite
- The National Historical Commission of the Philippines, through the 2022 General Appropriations Act intends to apply the sum of One Million, Three Hundred Eighty-Three Thousand, Seven Hundred Sixteen Pesos and 64/100 (₱1,383,716.64) being the Approved Budget for the Contract (ABC) to payments under the contract for Museum Maintenance Work for Museo ni Baldomero Aguinaldo (MBA) in Binakayan, Kawit, Cavite. Bids received in excess of the ABC shall be automatically rejected at bid opening.
- The National Historical Commission of the Philippines now invites bids for the above Procurement Project. Completion of the Works is required within one hundred and twenty (120) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
- Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
