NHCP unveils Camilo Jacob historical marker
POLANGUI, ALBAY ─ The National Historical Commission of the Philippines (NHCP) led by its Commissioner and Chairman Dr. Rene R. Escalante, will unveil on Tuesday, 7 March 2017 at 9:00 a.m., the historical marker Camilo Jacob. The marker states:

Chairman Rene R. Escalante will officially turn over the marker to the Municipal Government of Polangui, Albay through Mayor Cherilie Mella Sampal. Tourism Officer Imma Santaya and NHCP Deputy Executive Director Carminda R. Arevalo will stand as witnesses during the signing of the certificate of transfer.
Albay Governor Francis C. Bichara will give the inspirational message while Albay Congressmen Joey Sarte Salceda of District 2 and Fernando Gonzales of District 3 will deliver messages during the occasion.

The National Historical Commission of the Philippines (NHCP), through the Government Appropriation Act (GAA) 2017 intends to apply the sum of Php 2,000,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Conceptualization, Design, Fabrication, Transport and Installation of President Ramon Magsaysay Outdoor Cast Bronze Statue. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
The National Historical Commission of the Philippines (NHCP) now calls for the submission of eligibility documents for Conceptualization, Design, Fabrication, Transport and Installation of President Ramon Magsaysay Outdoor Cast Bronze Statue. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 10 March 2017 unitl 5:00 p.m. at Records Section Ground Floor NHCP Building, T.M. Kalaw Street Ermita, Manila. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
Interested bidders may obtain further information from National Historical Commission of the Philippines and inspect the Bidding Documents at the address given below during 8:00 a.m. to 5:00 p.m.
A complete set of Bidding Documents may be acquired by interested Bidders on 14-30 March 2017 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 5,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of at least three prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

The minimum standard to pass is Seventy Percent (70%)
Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
The Procuring Entity shall evaluate bids using the Quality Based Evaluation/Selection (QBE/QBS) The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
The contract shall be completed within six (6) months.
The National Historical Commission of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

145th death anniversary of GOMBURZA to be observed
M A N I L A – The National Historical Commission of the Philippines (NHCP), City Government of Manila and the National Parks Development Committee will lead the commemoration of the 145th death anniversary of martyred priests Frs. Jose Burgos, Mariano Gomes and Jacinto Zamora on 17 February 2017, 8:00 a.m., at the Gomburza Execution Site, Rizal Park, Manila.
The program will begin with the flag-raising and wreath-laying ceremonies led by NHCP Commissioner and OIC-Chairman Dr. Rene R. Escalante as guest of honor. Other wreath-offerors are Manila Mayor Joseph Ejercito Estrada, NPDC Executive Director Penelope Belmonte, NCCA Chairman Virgilio S. Almario, and DepEd-Manila, Schools Division Superintendent Dr. Wilfredo E. Cabral.
