The National Historical Commission of the Philippines (NHCP), through the Government Appropriation Act (GAA) 2017 intends to apply the sum of Php 17,000,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Research and publication of a homeowner’s manual on maintaining and preserving Ivatan vernacular houses; Research, development and publication of instructional materials on Batanes boat building tradition and history; Research and publication of a coffee table book on the origins, evolution and the future of Ivatan vernacular houses; Creation of one (1) Ivatan house model in Basco, Batanes; Production of a documentary on the creation of an Ivatan house; and Production of a documentary on the Batanes boat building tradition. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 30 March 2017 unitl 5:00 p.m. at Records Section Ground Floor NHCP Building, T.M. Kalaw Street Ermita, Manila. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

Interested bidders may obtain further information from National Historical Commission of the Philippines and inspect the Bidding Documents at the address given below during 8:00 a.m. to 5:00 p.m.

A complete set of Bidding Documents may be acquired by interested Bidders on 3-17 April 2017 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 25,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR).  The short list shall consist of at least three prospective bidders who will be entitled to submit bids. The Procuring Entity shall evaluate bids using the Quality Based Evaluation/Selection (QBE/QBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

The contract shall be completed within one (1) year.

The National Historical Commission of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

MARIVELES, BATAAN ─ The National Historical Commission of the Philippines (NHCP) led by its Deputy Executive Director Carminda R. Arevalo, will unveil on Thursday, 23  March 2017 at 10:00 a.m., the historical marker Pinagsimulan ng Death March. The marker states:

Deputy Executive Director Carminda R. Arevalo will officially turn over the marker to the Municipal Government of Mariveles, Bataan through Mayor Ace Jello C. Concepcion. Vice Mayor Angelito S. Rubia and other members of  the Sangguniang Bayan will stand as witnesses during the signing of the certificate of transfer.

The NHCP is the national government agency mandated to promote and preserve Philippine history through its museums, research and publication, and preserve historical heritage through conservation and the marking of historic sites and structures.

The NHCP now invites bids for Restoration, Rehabilitation & Reconstruction of St. Anthony the Abbott Church in Carmen, Bohol (Phase 2) .Completion of the Works is 210 calendar days. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”

Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

Interested bidders may obtain further information from NHCP and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 A.M. to 5:00 P.M.

A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Php 10,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

Bids must be delivered to the address below on or before 30 March 2017 before 9:00 A.M. at Records Section, 2nd Floor, NHCP Building, T.M. Kalaw Street, Ermita, Manila.  All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
