  1. The National Historical Commission of the Philippines (NHCP), through the Government Appropriation Act 2016 (GAA) intends to apply the sum of Php 2,526,437.74 being the Approved Budget for the Contract (ABC) to payments under the contract for:

Restoration of Baclayon Central Elementary School  Baclayon, Bohol

  Bids received in excess of the ABC shall be automatically rejected at bid opening.

  1. The NHCP now invites bids for Restoration of Baclayon Central Elementary School. Completion of the Works is 150 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
  2. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

  1. Interested bidders may obtain further information from NHCP and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 A.M. to 5:00 P.M.
  2. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Php 5,000.00.

Si Oryang at ang Kanyang Pighati

             Tuwing ika-10 ng Mayo ginugunita ang kamatayan ni Gat Andres Bonifacio sa Maragondon, Cavite at ngayong taon ang ika-120 anibersaryo nito. Sa likod ng pagpanaw ni Andres ay isang pusong nagdurusa—yaong kay Gregoria “Oryang” de Jesus, Lakambini ng Katipunan, kabiyak ng Supremo. Ang pagpanaw ng kanyang minamahal na marahil ang isa sa pinakamadilim na bahagi ng buhay ni Oryang.

Narito ang ilang mga pangyayari sa nasabing trahedya ayon sa liham ni Oryang kay Emilio Jacinto (Hunyo, 1897):

            Nang matapos ang paglalagom sa naging paglilitis kina Andres Bonifacio at sa kapatid nitong si Procopio, naulinigan ni Oryang ang hatol na pagbaril sa magkapatid na Bonifacio sa loob ng 24 oras. Hindi man lamang nabigyan ng pagkakataon ang magkapatid na mangatuwiran, ni payagan ang hiling na mabigyan ng indultong apat o limang araw. Tinanong agad ni Oryang ang mga pinuno ng Consejo de Guerra kung totoo ang naging hatol, ngunit pinayuhan siya na huwag maniwala sa mga sabi-sabi at sa halip ay ipanatag na lamang ang loob.

            Nang mabalitaan ang pagdakip ng mga sundalo ng pamahalaan kay Andres, alas-otso ng gabi noong ika-7 ng Mayo 1987, agad na nakipag-usap si Oryang kay Lazaro Macapagal kung maaaring ipagpa-bukas na lamang ang paghuli o kaya ay patilain man lamang ang malakas na ulan. Hindi pumayag si Macapagal at sinabihan niya na lamang si Oryang na magtungo kay Hen. Emilio Aguinaldo sa Naik at doon makiusap.     

            Nagtungo nga si Oryang sa Naik, kasama ang dalawang babae. Sa gitna ng malakas na buhos ng ulan, halos gumapang sila sa dilim at tumawid sa ilog matunton lamang ang tinutuluyan ni Aguinaldo.

            Dahil sila ay basang-basa, hindi muna sila pinapanhik. Nang makapasok sila ay nagkulob naman si Aguinaldo sa kanyang kuwarto at nagpasabing siya ay natutulog na dahil sa sakit na malarya. Ngunit sa katunayan, kausap ni Aguinaldo sa mga oras na iyon si Komandante Gregorio Jocson. Lumabas si Jocson at tinanong kay Oryang kung ano ang pakay nito. Nakiusap si Oryang na ipagpabukas na lamang ang pagdala sa asawang may sakit sa kung saan man. Sa kabila nito, ang pakiusap ay binalewala.

Nang magdesisyon sina Oryang na umalis na, pinigilang sumandali at sinabihang hintayin ang sulat na ibibigay sa dalawang kawal. Sila ay pinasamahan sa mga kawal, at yaon pala’y dadakpin at ikukulong sa tribunal. Nakipagtalo si Oryang ngunit binantaan siyang babarilin. Pinagbawalan din ang sinumang lapitan siya.

            Kinahapunan noong ika-8 ng Mayo 1897, nagkaroon ng labanan sa labas ng bayan malapit sa kinapipiitan ni Oryang sa Naik. Pinakawalan si Oryang at sinimulan niyang hanapin si Andres. Sa kanyang paghahanap sa mga karatig bayan, nakasalubong niya ang mga sundalong dumakip kay Andres, bitbit ang mga damit, kumot, at gamot nito. Tinanong ni Oryang ang mga sundalo kung saan nila dinala ang magkapatid na Bonifacio at kung bakit dala nila ang mga gamit.

Sinabi ng mga sundalo kay Oryang na dinala nila si Andres sa bahay ng isang tenyente sa bundok. Tinungo ni Oryang ang nasabing bundok at ipinagtanong-tanong doon ang kanyang asawa, ngunit kung saan-saan lamang siya itinuro. Nakarating din siya sa isa pang matataas na bundok, ngunit bigo pa rin siyang makita si Andres. Tumagal din ng halos isang buwan ang kanyang paghahanap—halos wala siyang makain at minsan pa’y nilimusan ng isang dakot ng bigas upang gawing lugaw. Gula-gulanit na rin ang kanyang mga damit at nanlilimahid na siya sa dumi.

Hanggang isang araw ay nasalubong ni Oryang ang tiyuhing si Hen. Mariano Alvarez, na nagkataong naghahatid noon ng makakain sa lugar kung saan huminto ang mga kawal na nagdala kay Andres. Ibinalita ni Alvarez kay Oryang na matagal nang patay si Andres.

            Ang pag-iibigang Andres at Oryang ay nagtapos sa kasawian. Marahil sadyang hindi madali ang magmahal ng isang dakilang pinuno at rebolusyonaryo. Ngunit tanging si Oryang lamang ang nakakaalam ng tunay at lubos na pighati sa kabila ng mga naitalang kwento sa kasaysayan. Sa isang liham ipinahayag ni Oryang ang kanyang pamamaalam at wagas na pagmamahal kay Andres: 

Paalam sa iyo, masarap magmahal,

May-ari ng puso ko’t kabiyak na katawan;

Paalam, giliw ko, sa iyo’y paalam.

Masayang sa iyo’y aking isasangla

Ang sulam pamahid sa mata ng luha,

Kung kapusin palad, buhay mawala,

Bangkay man ako, haharap sa iyong kusa.

PRESS STATEMENT: On the decision of the Supreme Court on the Torre de Manila Case

The decision of the Supreme Court on the Torre de Manila case shows that our present laws are not enough to preserve our important cultural properties. We hope that Congress reexamines our existing laws on historical and cultural heritage and enact appropriate amendments.  Doing so will prevent a repetition and end uncertainties, and thereby allow modern development to proceed alongside the conservation of our nation’s cultural assets.

LEONOR RIVERA: A LOVE STORY

In commemoration of Jose Rizal’s beloved, Leonor Rivera’s 150th birth anniversary, Ms. Gemma Cruz-Araneta, a descendant of the Rizal family, will deliver a lecture, LEONOR RIVERA: A LOVE STORY, on 27 April 2017, 2:00 p.m. at the Museo ni Jose Rizal Calamba.

             

The lecture highlights Leonor Rivera’s romantic relationship with Jose Rizal, her life after their parting, and similarities between their relationship and that of Noli me Tangere’s Juan Crisostomo Ibarra and Maria Clara de los Santos.

A great granddaughter of Rizal’s sister, Maria, Ms. Gemma Cruz-Araneta served as the Secretary of the Department of Tourism (1998–2001) and was crowned Ms. International in 1964.

Two art programs will be held at the Museo ni Jose Rizal in Calamba City

Two art programs will be held at the Museo ni Jose Rizal in Calamba City, Laguna this summer: an art workshop, RIZAL AS AN ARTIST, on 20 April 2017 at 8:00 a.m., and the launch of an art space, L’ATELIER RIZAL, on 21 April at 1:00 p.m.

       

Facilitated by Ms. Janina Sanico of the Guild for Upholding and Harnessing Indispensable Talents (GUHIT PINAS), the art workshop caters to grade 5 to senior high school students who will be taught to create innovative artworks using natural pigments from indigenous plants, red clay and charcoal.

L’ Atelier Rizal is foreseen to be an important venue for showcasing artworks by local artists and craftsmen. For its initial offering L’ Atelier will feature the artworks of Ms. Janina Sanico and her students in the Summer Art Workshop.

  1. The National Historical Commission of the Philippines (NHCP), through the Government Appropriation Act 2016 (GAA) intends to apply the sum of Php 9,936,711.25 being the Approved Budget for the Contract (ABC) to payments under the contract for:

Restoration of the Abra State Institute of Sciences and Technology (Gabaldon School Building) Bangued, Abra

 

 Bids received in excess of the ABC shall be automatically rejected at bid opening.

  1. The NHCP now invites bids for Restoration of the Abra State Institute of Sciences and Technology (Gabaldon School Building). Completion of the Works is 180 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
  2. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

  1. Interested bidders may obtain further information from NHCP and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 A.M. to 5:00 P.M.
  2. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Php 10,000.00.
