Please be informed of the following information and clarifications:
- Clarifications on Clause 5.3, paragraph (a), subsection (ii) of the Bid Documents are as follows:
- The word “product offering” refers the final product (i.e., Property Management Information System software and all peripheral hardware components) to be submitted by the winning bidder within the duration of one hundred and eighty (180) calendar days, or approximately six (6) months.
- The purpose of the demonstration is to show the Bidder’s capability to undertake the project by demonstrating a Property / Asset / Stock and Inventory Management Software which they have previously provided and implemented in another government agency or private entity. It is to be understood that this Software will be used as a baseline or working framework on which other features required under Section VII shall be added.
- The Bidder’s product offering shall be considered “compliant” to the Technical Specifications if it satisfies the following conditions:
- They have sufficiently stated their compliance as instructed in Section VII (that is, they have written ‘comply’ on all provisions); and,
- The Software they demonstrated includes the following minimum requirements:

THE NHCP GOMBURZA CENTENNIAL COMMISSION COLLECTION

One of the special collections of the National Historical Commission of the Philippines (NHCP) found in the Serafin D. Quiason Resource Center (SDQRC) is the Gomez-Burgos-Zamora Centennial Commission Collection. Comprised of 7,884 items distributed in 19 boxes, the Collection preserves the institutional memory of the Gomez-Burgos-Zamora Centennial Commission. The agency was created in 1968 through Executive Order No. 155 with Justice Jose Ma. Paredes as its pioneer Chairman. It was tasked to take charge of the preparations for the First Centenary of the martyrdom of Fathers Mariano Gómes, José Burgos, and Jacinto Zamora, as well as the Cavite Mutiny of 1872, of which they were charged with sedition and treason, and were sentenced to death via garrote, in 1972.
Pursuant to Presidential Decree No. 1 which mandated the reorganization of the government bureaucracy in 1972, the Commission was merged with the National Historical Institute (NHI), along with other history-related agencies. All its records were transferred to the NHI Historical Data Bank. The NHI is now called the NHCP.
Included in the Collection are official communications between the Commission and the Department of Foreign Affairs to retrieve historical documents and coordinate with descendants related to the events of 1872; the files on the GOMBURZA Monument Competition, of which artists such as Guillermo Tolentino and Abdulmari Imao were among those invited to participate, with Solomon Saprid eventually winning the competition; and documents relating to the planned marker unveilings, public libraries, and other activities in their honor.
The Collection is currently being cataloged and annotated by the NHCP Research, Publication, and Heraldry Division. These will be made available to the public via the NHCP National Memory Project soon.

1. The National Historical Commission of the Philippines, through the 2022 General Appropriations Act, intends to apply the sum of One Million Five Hundred Thousand pesos only (₱ 1,500,000.00) being the ABC to payments under the contract for the Supply, Delivery, Configuration and Installation of Structured Cabling, Network Attached Storage and Server for the National Historical Commission of the Philippines (NHCP). Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The National Historical Commission of the Philippines now invites bids for the above Procurement Project. Delivery of the Goods is required by sixty (60) calendar days. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

A Clarification on Juan Luna’s Birthdate

On the last full week of this month, the nation remembers the famed painter Juan Luna on his 165th birth anniversary. His place in Philippine history is secure, contributing his genius to the Filipino reformists’ assertion that all races are equal and therefore deserving of freedom and basic human rights. Although his reputation was tarnished by the murder of his wife and mother-in-law, he continued using his influence, first in bringing his brother Antonio out of jail and secondly as part of the diplomatic corps of the nascent Philippine Republic.
While his comparatively short but meaningful life is worth revisiting, there is one important detail that needs to be publicly settled: when exactly was he born?
If we were to ask for early secondary sources, it would be 23 October 1857. These sources include Juan Luna’s biography written by José Rizal and published in La Ilustración on 28 February 1886 and a transcript of his murder trial which had been translated in Spanish and made available in the Julian Balmaceda Collection of the National Library of the Philippines.

Even Juan Luna’s niche in San Agustin Church, Manila is marked by a simple tombstone stating that his birth date is 23 October. He was interred there on 28 March 1953 through the effort of his daughter-in-law Grace Luna de San Pedro and at the time, the consensus was that he was born on 23 October.

However, his baptismal certificate suggests a different date. A copy of this certificate was recently made available publicly by the National Archives of the Philippines and it reads in part: “On twenty-seven of October of one thousand eight hundred fifty and seven years, the Most Reverend Parish Priest Fr. Sebastian Diez Priest of the town of Sinait with license of Paris Priest of this town of Bádoc, solemnly baptized Juan Luna de San Pedro, boy, three days of age…”

If we follow the practice documented by Dr. Luciano P.R. Santiago in which “the priest or parish clerk almost always counted the day the child was born (rather than the following day) as day one,” then the date should be 25 October.
Why then do the NHCP markers state that he was born on 24 October?
Perhaps the baptismal certificate was read in light of another significant document: the record of Juan Luna and Paz Pardo de Tavera’s marriage on 7 December 1886 in Paris, France. Here, he was described as “Juan LUNA DE SAN PEDRO born at Badoc, Philippines, on the 24th of October 1857 [aged 29] painter, 65 boulevard Arago, 75013 Paris …”

This document is especially significant as it was signed personally by Luna as required by law at that time. This date was later acknowledged by José Sedano Calonge in Almanaque Manila Galante (1912) and by Jaime C. de Veyra in Efemérides Filipinas, a column published in the Spanish-language magazine Semana on 8 December 1949, where he commemorated the death anniversary of Juan Luna.
However, the earlier date of 23 October persisted (in fact, even today). It was the date when his birth centennial was celebrated in 1957 with a historical marker installed at his birthplace. This date was acknowledged officially until 1978 when President Ferdinand Marcos, Sr. issued Proclamation No. 1798 which made 24 October a local special public holiday in the town.
Whatever the actual date is — 23, 24 or 25 October — Juan Luna deserves to be remembered not just in Badoc but in the whole country and, perhaps, the whole world.

- The National Historical Commission of the Philippines, through the 2022 General Appropriations Act, intends to apply the sum of Nine Million, One Hundred Sixty-Eight Thousand Eight Pesos and 61/100 (₱ 9,168,080.61) being the Approved Budget for the Contract (ABC) to payments under the contract for the Restoration of the Punta Diamante (including the belfry), Bulusan, Sorsogon. Bids received in excess of the ABC shall be automatically rejected at bid opening.
- The National Historical Commission of the Philippines now invites bids for the above Procurement Project. Completion of the Works is required within One Hundred and Eighty (180) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
- Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
