  1. A complete set of Bidding Documents may be acquired by interested Bidders on 26 June to 11 July 2017 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 5,000.00.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

 

  1. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
  2. The contract shall be completed within ninety (90) calendar days.

  3. The National Historical Commission of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

President Rodrigo Roa Duterte to lead the celebration of the 119th Anniversary of the Proclamation of Philippine Independence

MANILA – President Rodrigo Roa Duterte will lead the nation in the celebration of the 119th Anniversary of the Proclamation of Philippine Independence—his first as the 16th President of the Republic of the Philippines—on 12 June 2017, 8:00 a.m., at the Rizal National Monument, Rizal Park, City of Manila. This year’s theme is “Kalayaan 2017: Pagbabagong Sama-samang Balikatin” (“Independence 2017: A United Struggle towards Change”).

Simultaneous flag-raising and wreath-laying rites will be conducted at 8:00 a.m. at the Emilio Aguinaldo Shrine in Kawit, Cavite; Barasoain Church Historical Landmark in Malolos City, Bulacan; Pinaglabanan Memorial Shrine in San Juan City; Mausoleo de los Veteranos de la Revolucion in Manila North Cemetery; Bonifacio National Monument in Caloocan City; Pamintuan Mansion in Angeles City, Pampanga; and in all provinces, cities, municipalities, and Philippine embassies abroad.   

Various cultural events and performances will be showcased at the Open Air Auditorium and Burnham Green in Rizal Park, and Quirino Grandstand. Different exhibits, skills demonstrations, trade fairs, and government services will be offered to the public at the “Mga Pampamahalaang Programa at Serbisyo,” which will run from 11-12 June, 8:00 a.m. to 5:00 p.m., at the Burnham Green. Meanwhile, free medical, dental, and optical services spearheaded by the Department of Health will be held on 12 June, 7:00 a.m. to 1:00 p.m., along the South Drive of Burnham Green.

These and other activities are made possible through the National Steering Committee on National Observances, led by the National Historical Commission of the Philippines (NHCP). The NHCP is a national government agency mandated to promote and preserve Philippine historical heritage through research, information dissemination, conservation, marking of historic sites and structures; and the maintenance and administration of national shrines, monuments, and landmarks.

Ang solicitation letter ni Julio Nakpil

Noong Lunes, 22 Mayo, ipinagdiwang ng bansa ang ika-150 anibersaryo ng kapanganakan ni Julio Nakpil. Kilala siya hindi lamang dahil sa pagiging pangalawang asawa ni Gregoria de Jesus na balo ni Andres Bonifacio. Isa rin siyang mahusay na kompositor na sumulat ng ‘Marangal na Dalit ng Katagalugan’ na siya sanang magiging pambansang awit ng Haring Bayang Katagalugan ni Bonifacio.

Gayunman, hindi alam ng marami na isa rin siyang pinunong rebolusyonaryo. Bagaman hindi siya sumapi sa Katipunan, itinalaga siya ni Andres Bonifacio bilang kalihim, at sa kalaunan ay pangulo, ng Mataas na Sanggunian ng Hilagaan na nakabase sa lungsod ng Pasig.

Matatagpuan sa mga dokumento mula Archivo General Militar de Madrid sa Espanya ang ilang liham na nilagdaan ni Julio Nakpil, Emilio Jacinto na punong hukbo, at kalihim na si Leon dela Cruz. Sa mga liham na ito, humihiling ng abuloy ang Mataas na Sanggunian ng Hilagaan upang ipambayad sa mga armas na nabili sa Hong Kong ng isang “comite revolucionario.”

Paanong nagkaroon ng koneksyon si Nakpil sa Hong Kong, at sino ang bumubuo ng lupong tinutukoy niya?

Matagal nang puntahan ng mga Pilipino ang Hong Kong. Marami sa mga umiwas sa pag-uusig ng mga Espanyol ang dito piniling manatili. Kabilang sa mga ito si Felipe Agoncillo, isang abugadong taga-Taal, Batangas. Nakilala si Agoncillo dahil sa pagbibigay ng libreng serbisyo sa mga mahihirap na humihingi ng tulong sa kanya. Dahil dito, pinaghinalaan siyang isang subersibo. Noong 1895, ipinag-utos siyang ipatapon sa Jolo, Sulu ngunit inunahan na niya ito at agad nang tumakas patungong Hong Kong.

Noong Disyembre 1896, nang magsimula ang Himagsikan, bumuo siya ng isang lupong rebolusyonaryo na may layong tulungan ang mga Pilipino labanan ang mga Espanyol. Nakapagpadala ito ng pagkain, damit, at gamot sa mga rebolusyonaryo, ngunit ayon kay Esteban de Ocampo sa kanyang talambuhay ni Agoncillo, noong huling bahagi ng 1897 lamang ito nakapagpasok ng armas sa Pilipinas.

Sa isa pang sulat sa Archivo na may petsang 11 Abril 1897, sinabi ni Jacinto kay Nakpil na wala siyang alam ukol sa bali-balitang nakarating na ang mga armas mula Hong Kong. Matapos ang ilang buwan, noong Hulyo o Agosto, nakipagpulong silang dalawa kay Paciano Rizal sa Bai, Laguna.  Sa pangalawang araw ng pagdating ni Nakpil, naghanap sina Emilio Jacinto, Salvador Natividad, Buenaventura Dimagiba, at dalawa pang rebolusyonaryo ng lugar sa bandang Timog ng Luzon na mapagbababaan ng mga sandatang mula Hong Kong. Habang naglalakbay sila, nakasagupa nila ang mga Espanyol at naiwan ang sugatang si Jacinto. Sa kabutihang palad, nahuli si Jacinto ngunit pinawalan din dahil sa kanyang pekeng sedula.

Nakarating kaya ang mga sandatang binili sa Hong Kong? Mayroon nga ba talagang ugnayan si Nakpil at Agoncillo? Sayang at hindi na natin mababasa ang mga alaala ni Agoncillo dahil nasunog ito noong Ikalawang Digmaang Pandaigdig. Samantala, hindi rin nabanggit ni Nakpil ang pangalan ni Agoncillo sa kanyang mga alaala.

Magandang lalo nating alamin ang mga koneksyon ng mga itinuturing nating bayani sa isa’t isa nang magkaroon tayo ng mas buong pagkakilala sa Himagsikang bumuo sa ating pagkabansa.

The Original Philippine Flag, according to Miss Marcela Agoncillo

 When the Philippine national flag is raised during a weekly flag ceremony, or when it is carried by an energetic crowd in support of Gilas Pilipinas, or when it is shared online in support of embattled soldiers and endangered civilians in Marawi City, one might be curious: did the flag really look this way when it was first designed?

There are many claims about the whereabouts of the original flag that was flown in Kawit, Cavite on 12 June 1898. Some believe it is now lost because Emilio Aguinaldo said so in a statement dated 11 June 1925. Other news reports allege that in 1919, Aguinaldo said that he lost the flag in the Caraballo mountains of Nueva Vizcaya.

Some descendants of Emilio Aguinaldo claim that Aguinaldo said the original flag was lost only because he wanted to protect it. Furthermore, they displayed what they believe is the original flag in the Emilio Aguinaldo Museum in Baguio City.

 One witness can help us verify if the claim is true — Miss Marcela M. Agoncillo, the daughter of principal maker of the flag, Marcela Mariño de Agoncillo.

The younger Marcela is the fifth daughter of Marcela and Felipe Agoncillo, ambassador of the First Philippine Republic to the Peace Commission in Paris. She was born on 25 August 1900 while her family was exiled in Hong Kong. She did not personally see how the original flag was made, but she received stories about it from her mother throughout her life.

In a statement probably written in the 1980s and published in the Philippine Daily Inquirer on 12 June 1998, she claimed to have seen the original flag in 1919:

After 1919 when the ban to unfurl our national flag was lifted, the Agoncillo family and many others were invited by the General during Independence Day celebration on July 1 and later June 12 every year. On these occasions, I, Marcela M. Agoncillo saw the flag and can testify and swear that the blue of our national flag is dark blue. Later the General deposited the flag in the bank of Monte de Piedad, a more secure and safer place. Recently by order of Mrs Cristina Aguinaldo Suntay the flag was transferred to the Aguinaldo Museum, Aguinaldo Park, Baguio City. Those who insist that the flag in Mrs. Suntay’s keeping is a replica. Take it for granted, that it is a replica, although I can assure that it is not, would General Aguinaldo allow a replica be different from the original?

So sure was she about what the original flag looked like that she had a replica made. This replica is now in the custody of a relative, Mrs. Evelyn Del Rosario Garcia.

 However, the flag which the Aguinaldo-Suntay family calls the original differ a little bit from the younger Marcela’s replica. The flag in Baguio has a blue stripe with a slightly lighter shade and has words embroidered in the middle: Fuerzas Expedicionarias del Norte de Luzon on one side and Libertad Justicia e Ygualdad on the other. Meanwhile, the stars in the Agoncillo replica have faces.

 How could the Agoncillo replica and the Aguinaldo-Suntay flag be so different? It helps to know the provenance of the latter.

The Aguinaldo-Suntay ‘original flag’ was Aguinaldo’s favorite. An article in the Philippine Daily Inquirer also published on 12 June 1998 says that according to his personal secretary Felisa Diokno, the flag was returned by a veteran in 1930. Since then, the general ‘never let it out of his sight’, frequently posed with it, and even brought it to the independence ceremony in Manila on 4 July 1946, and the recognition of 12 June as independence day in 1964. The flag was later found by his daughter Cristina Aguinaldo-Suntay under his deathbed and kept it hidden until the 1980s.

That this particular flag was only returned in 1930 would support Aguinaldo’s pronouncements that it was lost either in Nueva Vizcaya or Tayug, Pangasinan. It would run contrary, however, to the younger Marcela’s claim that the flag was with the family all along and that she had seen it personally.

 However, there is another flag in the Baguio museum. The Aguinaldo-Suntay family calls it Aguinaldo’s battle flag, which is plausible considering the bloodstains and dirt that it has. It has a dark blue, if not almost black, stripe and its stars have faces.

Could it be that this was the original that the younger Marcela referred to in her handwritten statement? Or did she base her replica on this flag, thinking that the battle flag was the original? We have yet to find out once and for all. But for now, feel free to fly the National Flag in its current form, mindful of its colorful past.

Julio Nakpil, Musician turned Revolutionary

Julio Nakpil, whose birth is commemorated every 22nd of May and better known as the second husband of Gregoria De Jesus – Andres Bonifacio’s widow – was a musician, composer, and a general in the Philippine Revolution.

Julio was born in Quiapo, Manila on 22 May 1867 to Juan and Juana Nakpil. He was the fourth of twelve children. Julio was enrolled in Escuela de Instruccion Primaria, where he studied for two years until his parents decided to withdraw him because he found the school’s strict style of teaching too cumbersome. To curb idleness, Julio was put in charge of the family stable where he oversaw the coachmen and stable boys. These events did not hinder Julio’s desire to learn. He read books in Spanish, history, treatises on music, as well as Rizal’s novels and other writings.

Like his father, Julio became highly skilled in music. For a few months, he took violin and piano lessons but later preferred to learn how to play the instruments by himself. Because of this, he was able to interpret the works of Johann Strauss, Emile Waldteufel, Philipp Fahrbach, and Josef Kaulich.

Many of his neighbors knew of his musical talent, and he became a regular pianist during the social functions at Malacañan Palace. However, these performances eventually took its toll on Julio’s health and he was forced to become a piano teacher, teaching advanced lessons to scions of affluent families. Among his compositions are the songs CefiroIlang-Ilang, Recuerdos de CapizPahimakas, Pasig Pantayanin and Biyak-na-Bato.

When the Philippine Revolution began in August 1896, Julio heeded the call of duty to serve and free the Philippines from its Spanish oppressors. Under the alias J. Giliw, Julio served as the Secretary of Command under Andres Bonifacio in 1896. Later on Julio, together with Isidro Francisco, commanded the revolutionaries north of Manila when Bonifacio left for Cavite in December 1896. After noticing that the Katipunan lacked munitions, he was put in charge of overseeing the funds and the purchase of weapons. Among the highlight of Julio’s military exploits was the smuggling of powder from the Spanish powder magazines in Morong that was sent to revolutionaries in Cavite during the months of December 1896 through March 1897.

Knowing Julio’s musical talent, Andres Bonifacio requested him to compose the anthem of the Haring Bayang Katagalugan (Tagalog Republic) which Bonifacio established. Marangal na Dalit ng Katagalugan, which Julio completed in November 1896, was later adapted into a longer piece entitled Salve Patria (“Hail, Fatherland”) in March 1903.

As Emilio Aguinaldo gained leadership of the revolution, Julio feared for his life since he received reports of Aguinaldo’s wariness towards him and General Antonio Luna. Aguinaldo suspected both Julio and Luna in plotting a counter-revolution, and threatened their lives.  For the rest of 1897, Julio acted as the president of the Haring Bayang Katagalugan but did not involve himself for the remainder of the revolution and the succeeding war against the United States.

After hostilities ceased, Julio fell in love and married Gregoria de Jesus, Bonifacio’s widow, and fathered eight children. He focused his remaining years on his music and writing his memoirs that was published after his death. He died on 2 November 1960 due to a heart attack and was buried the following day at Manila North Cemetery.

Julio Nakpil revealed what his memories of the Revolution and its succeeding events in his comments to Teodoro M. Kalaw’s La Revolucion Filipina. It is revealed in these comments that Julio was severely critical  and dubious of the intentions behind Aguinaldo’s actions, namely, the execution of the Bonifacio brothers and Aguinaldo’s surrender to the Americans.

Julio Nakpil was a musician, a vocation far from the vocations of the people who were significant in revolutions. He was neither a soldier who had experience in literal fighting, nor a writer who inflamed the people’s passion, nor was he very rich as to sponsor the revolution. He was a man treading his own path in life when the motherland called for her sons and daughters to rise up in the name of liberty, equality, and fraternity. He remains an example of what a patriotic citizen should be, even in this contemporary period of ours.

Julio Nakpil demonstrated that we as sons and daughters of the Philippines, no matter what our profession and vocation may be, should volunteer to help our motherland and fellow Filipino brothers and sisters in times of emergency and calamity. In addition, it is also our responsibility to be the memory keeper’s of our time and period, taking note of its failing and triumphs that would give insights to future generations. Lastly, we must not be afraid of criticizing the actions and intentions of our leaders, we keep them on their toes and remind them that they carry immense responsibilities to the nation and to the Filipino people, and place these above all else, most importantly themselves.
