  1. The National Historical Commission of the Philippines (NHCP), through the Government Appropriation Act 2017 (GAA) intends to apply the sum of Php 19,989,288.78 being the Approved Budget for the Contract (ABC) to payments under the contract for:

 

Restoration of Fort Pikit , Pikit, North Cotabato

 

  Bids received in excess of the ABC shall be automatically rejected at bid opening.

 

  1. The NHCP now invites bids for Restoration of Fort Pikit. Completion of the Works is 240 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

 

  1. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

 

  1. Interested bidders may obtain further information from NHCP and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 A.M. to 5:00 P.M.

 

  1. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Php 25,000.00.

NHCP unveils Felix Galura historical marker

BACOLOR, PAMPANGA ─ The National Historical Commission of the Philippines (NHCP) led by its Executive Director Ludovico D. Badoy, will unveil on Thursday, 5 October 2017 at 9:00 a.m., the historical marker Felix Galura at the Felix Galura Monument, Bacolor, Pampanga. The marker states:

Executive Director Ludovico D. Badoy will officially turn over the marker to the Municipal Government of Villa de Bacolor, Pampanga through Mayor Jose Maria O. Hizon. Descendant of the honoree Mr. Virgilio “Jun” Galura and NHCP Deputy Executive Director Carminda R. Arevalo will stand as witnesses during the signing of the certificate of transfer.

The NHCP is the national government agency mandated to promote and preserve Philippine history through its museums, research and publication, and preserve historical heritage through conservation and the marking of historic sites and structures.

ITB Provision of Janitorial Services

Invitation to Bid for Provision of Janitorial Services in the nhcp Central Office, Shrines/Landmarks (Multi-year)


1.                  The National Historical Commission of the Philippines, through the Government Appropriation Act (GAA) 2018 intends to apply the sum of Php 7,521,716.88 being the Approved Budget for the Contract (ABC) for the Provision of Janitorial Services in the NHCP Central Office, Shrines/Landmarks for CY 2018 (Multi-Year). The duration of the contract to be bid has a duration of three (3) years. However, the mentioned ABC is for the first year only. Bids received in excess of the ABC shall be automatically rejected at bid opening.

 

2.                  The National Historical Commission of the Philippines now invites bids for Provision of Janitorial Services in the NHCP Central Office, Shrines/Landmarks (Multi-year).  Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

 

3.                  Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

 

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

 

4.                  Interested bidders may obtain further information from National Historical Commission of the Philippines and inspect the Bidding Documents at the address given below during 8:00 a.m. to 5:00 p.m.

Congresswoman Evelina G. Escudero as guest of honor in the commemoration of the 107th birth anniversary of Pres. Diosdado Macapagal

Sorsogon’s First District Congresswoman Evelina G. Escudero will lead the wreath-laying ceremonies in observance of the 107th birth anniversary of President Diosdado Macapagal on 28 September 2017, 9:00 a.m., at the President Diosdado Macapagal Museum and Library.

A memorial mass and wreath-laying rites will be held in honor of former President Diosdado Macapagal.  Other wreath offerors include Pampanga’s Second District Congresswoman Gloria Macapagal-Arroyo, NHCP Chairman Rene R. Escalante, Pampanga Governor Lilia G. Pineda, Lubao Municipal Mayor Mylyn Pineda-Cayabyab, and Department of Education-Region III Director Malcolm S. Garma.

DND Undersecretary Cardozo M. Luna to lead this year’s commemoration of the 152nd birth anniversary of Gen. Miguel Malvar

 

Department of the Interior and Local Government (DILG) Undersecretary Cardozo M. Luna will lead the flag-raising and wreath-laying ceremonies at the Malvar Historical Landmark on 27 September 2017, 8:00 a.m., in observance of the 152nd birth anniversary of Gen. Miguel Malvar. 

The National Historical Commission of the Philippines (NHCP) in coordination with the Provincial Government of Batangas and Municipal Government of Santo Tomas leads this year’s commemorative program, with the theme, “Pagtatangol sa Bayan sa Kasalukuyang Panahon”.   

The NHCP Acting Executive Director Ludovico D. Badoy, Third District of Batangas Congresswoman Ma. Theresa V. Collantes, Sto. Tomas Municipal Mayor Edna P. Sanchez, and PSupt. Hermogenes D. Cabe will also join in the flag-raising and wreath-laying rites.

The National Historical Commission of the Philippines (NHCP), through the Government Appropriation Act (GAA) 2017 intends to apply the sum of Php 5,000,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Museum Curatorial Design and Execution of the Presidential Car Museum, Quezon Memorial Circle, Quezon City. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
  2. The National Historical Commission of the Philippines (NHCP) now calls for the submission of eligibility documents for Restoration of Artworks of St. Paul the Apostle Church in Inabanga, Bohol. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 22 September 2017 unitl 5:00 p.m. at Records Section Ground Floor NHCP Building, T.M. Kalaw Street Ermita, Manila. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
  3. Interested bidders may obtain further information from National Historical Commission of the Philippines and inspect the Bidding Documents at the address given below during 8:00 a.m. to 5:00 p.m.
  1. A complete set of Bidding Documents may be acquired by interested Bidders on 26 September to 13 October 2017 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 5,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of at least three prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

Qualification of principal and key staff who will be assigned to the project 40%
Current workload relative to capacity 20%

 

The minimum standard to pass is Seventy Percent (70%

  1. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorship, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 

  1. The Procuring Entity shall evaluate bids using the Quality Based Evaluation/Selection (QBE/QBS) The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
  2. The contract shall be completed within one hundred twenty (120) calendar days.
  3. The National Historical Commission of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
