150th birth anniversary of Aurelio Tolentino

Chairman of the National Commission for Culture and the Arts (NCCA) Virgilio Almario is guest of honor in the commemoration of the 150th birth anniversary of Aurelio Tolentino

 
National Artist for Literature Virgilio S. Almario will lead the unveiling of the historical marker and wreath-laying ceremonies in observance of the 150th birth anniversary of Aurelio Tolentino on 13 October 2017, 8:00 a.m., at the Municipal Plaza, Guagua, Pampanga.

Guagua Municipal Mayor Dante D. Torres will deliver the welcome remarks. Pampanga Governor Lilia G. Pineda and Dr. Becky Singson, a descendant of Aurelio Tolentino will provide messages. National Historical Commission of the Philippines (NHCP) Chairman Dr. Rene R. Escalante will introduce the event’s guest of honor, NCCA Chairman Virgilio Almario who will deliver his keynote speech.

A revolutionary, playwright, fictionist, and poet, Aurelio Tolentino was born on 13 October 1867 in Sto. Cristo, Guagua, Pampanga to Leonardo Tolentino and Petrona Valenzuela. An active member of the Katipunan, he engaged in revolutionary activities and joined Andres Bonifacio, Emilio Jacinto and other Katipuneros to plan the revolution against Spain. Tolentino is also one of the signatories of the Declaration of Philippine Independence in Kawit, Cavite, on 12 June 1898.

During the American occupation he expressed his nationalism through his writings which openly criticized the United States government in La Independencia, La Patria and El Liberal. Tolentino also wrote dramas, his most famous work “Kahapon, Ngayon, at Bukas,” an allegorical attack on the American colonization.

Tolentino’s fearless works that illustrates the injustices of colonial rule caused his many tortures and imprisonments. He died on July 1915 and was buried at the North Cemetery. Later, his remains were transferred to Guagua in 1921.

This year’s commemorative program is spearheaded by the National Historical Commission of the Philippines (NHCP), in cooperation with the Provincial Government of Pampanga and Municipal Government of Guagua.

The NHCP is the national government agency mandated to promote Philippine history through its museums and publications, and preserve the nation’s historical heritage.

ITB Restoration of Fort Pikit – 2nd Posting

Invitation to Bid for

Restoration of Fort Pikit, in Pikit, North Cotabato  (2nd Posting)

 

  1. The National Historical Commission of the Philippines (NHCP), through the Government Appropriation Act 2017 (GAA) intends to apply the sum of Php 19,989,288.78 being the Approved Budget for the Contract (ABC) to payments under the contract for:

 

Restoration of Fort Pikit , Pikit, North Cotabato

 

  Bids received in excess of the ABC shall be automatically rejected at bid opening.

 

  1. The NHCP now invites bids for Restoration of Fort Pikit. Completion of the Works is 240 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

 

  1. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

 

  1. Interested bidders may obtain further information from NHCP and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 A.M. to 5:00 P.M.

 

  1. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Php 25,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

 

  1. The NHCP will hold a Pre-Bid Conference on 19 October 2017, 9:30 A.M. at 2nd floor Board Room, NHCP Building, T.M. Kalaw Street, Ermita, Manila, which shall be open to prospective bidders

 

  1. Bids must be delivered to the address below on or before 2 November 2017 before 9:00 A.M. at Records Section, Ground Floor, NHCP Building, T.M. Kalaw Street, Ermita, Manila. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bids opening shall be on 9:00 a.m. of 2 November 2017 at 2nd floor Board Room, NHCP Building, T.M. Kalaw Street, Ermita, Manila. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

 

  1. The NHCP reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
