Restoration of St. Joseph Parish Church (Phase I) in Barcelona, Sorsogon
- The National Historical Commission of the Philippines (NHCP), through the Government Appropriation Act 2018 (GAA) intends to apply the sum of Php 23,556,060.30 being the Approved Budget for the Contract (ABC) to payments under the contract for:
Restoration of St. Joseph Parish Church (Phase I), Barcelona, Sorsogon
Bids received in excess of the ABC shall be automatically rejected at bid opening.
- The NHCP now invites bids for Restoration of St. Joseph Parish Church (Phase I). Completion of the Works is 300 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
- Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
- Interested bidders may obtain further information from NHCP and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 A.M. to 5:00 P.M.
- A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Php 25,000.00.

The National Historical Commission of the Philippines invites all interested suppliers to submit their lowest price quotation on the items listed below, subject to the terms and conditions stated in the Terms for Reference (TOR):
All entries in the quotation must be typewritten in company’s letterhead, duly signed supplier/bidder or its duly authorized representative. The price quotation, to be denominated in Philippine peso, shall include all taxes, duties and/or levies payable. The quoted prices shall be considered fixed and subject to price escalation during contract implementation. Price validity must be for a period of thirty (30) days from submission.

Senator Sonny Angara to lead as Guest of Honor on the commemoration of the 149th Birth Anniversary of Emilio Aguinaldo
Senator Sonny Angara will lead the flag-raising and wreath-laying rites at the Emilio Aguinaldo Shrine in Kawit, Cavite on 22 March 2018, 9:00 a.m. in commemoration of the 149th Birth Anniversary of Emilio Aguinaldo.
NHCP Acting Executive Director Ludovico D. Badoy, First District of Cavite Representative Francis Gerald A. Abaya, Cavite Governor Jesus Crispin C. Remulla, Kawit Municipal Mayor Angelo Emilio G. Aguinaldo, Kawit Vice Mayor Armand V. Bernal, Former Prime Minister and Descendant of Emilio Aguinaldo Cesar E.A. Virata, and PNP Cavite Provincial Director PSSupt. William M. Segun will join Senator Sonny Angara in the conduct of the program. Representatives from other national and local government agencies will also join in the event.
The program’s highlight is the unveiling of the Emilio Aguinaldo@150 Logo and the launching of the Cavite Heritage Educational Series by Dr. Emmanuel F. Calairo and published by the Cavite Historical Society.

32nd anniversary of the 1986 People Power Revolution to be observed
Former President Fidel V. Ramos will lead the flag-raising and wreath-laying ceremonies at the EDSA People Power Monument, Quezon City on 25 February 2018, 9:00 a.m. in commemoration of the 32nd anniversary of the 1986 People Power Revolution with the theme “EDSA 2018: Effecting Change Towards Strengthened Democracy.”
This year’s commemorative program is led by the National Historical Commission of the Philippines (NHCP), in coordination with the EDSA People Power Commission (EPPC), Spirit of EDSA Foundation (SOEF) and other national and local government agencies.
NHCP Chairman Rene R. Escalante, Acting Executive Director Ludovico D. Badoy, AFP Chief of Staff Gen. Rey Leonardo Guerrero will join Former President Fidel V. Ramos in the conduct of the program. Representatives from civil society and various religious sectors will also join in the celebration.
Highlights of the program will be the “Salubungan” of the military and civilian sector; conferment of the People’s Power Heroes Award to Former President Ramos; EDSA People Power Commission Award to CPT Michael B. Asistores of the Philippine Army, and PO3 Christopher Lalan; and the Spirit of EDSA Foundation and Good Citizenship Award to Mr. Melvin Gaa.
By virtue of Executive Order No. 47 s. 2017, the People Power Monument will be turned over by the Spirit of EDSA Foundation to the NHCP.

146th death anniversary of GOMBURZA to be observed
M A N I L A – The National Historical Commission of the Philippines (NHCP), City Government of Manila and the National Parks Development Committee will lead the commemoration of the 146th death anniversary of martyred priests Frs. Jose Burgos, Mariano Gomes and Jacinto Zamora on 17 February 2018, 8:00 a.m., at the Gomburza Execution Site, Rizal Park, Manila.
Flag-raising and wreath-laying ceremonies will be led by Historic Sites and Education Division-NHCP Ms. Gina Camaya-Batuhan. Other wreath-offerors are Manila Mayor Joseph Ejercito Estrada, NPDC Executive Director Penelope Belmonte, NCCA Chairman Virgilio S. Almario, and DepEd-Manila, Schools Division Superintendent Dr. Jenilyn Rose B. Corpuz. They will be joined by the principals from the Mariano Gomes Elementary School, Jose Burgos Elementary School and Jacinto Zamora Elementary School in Manila, officials from the Philippine Historical Association, Kaanak ng mga Bayaning Pilipino, Inc., Grand Lodge of Free and Accepted Masons of the Philippines and the Knights of Columbus Gomburza Assemblies.

ILOILO CITY ─ The National Historical Commission of the Philippines (NHCP) led by its Executive Director Ludovico D. Badoy, will unveil on Friday, 9 February 2018 at 9:00 a.m., the historical marker Gusali ng Iloilo-Acacia Masonic Lodge No. 11 . The marker states:

NHCP turns over the completed restoration project for Customs House Building
ILOILO CITY ─ The National Historical Commission of the Philippines (NHCP) led by its Executive Director Ludovico D. Badoy, will turn over the completed restoration project for Customs House Building on Friday, 9 February 2018 at 2:00 p.m. in Iloilo City.
The Iloilo Customs House, built in 1916, is a two-storey neo-classical structure overlooking the Batiano River and Iloilo Strait.
The conservation project, which commenced on 10 August 2017 and was completed on 6 February 2018, included the stabilization and refinishing of concrete exterior walls, restoration of doors and windows, repair of roof and ceiling eaves, painting and varnishing work, and the rehabilitation of flooring finishes. The NHCP also restored the tower and rehabilitated the tower staircase. The restoration of the Iloilo Custom House was funded with the NHCP’s GAA for Fiscal Year 2017.
Executive Director Badoy will officially turnover the completed restored project to the Bureau of Customs through District Collector John M. Simon. OIC of Sub-Port of Pulupandan Collector Renevic A. Soliman, Acting Chief of Port Operations Division Atty. Ramon Rory A. Antiojo and NHCP Chief Historic Preservation Division Archt. Reynaldo S. 1. The National Historical Commission of the Philippines (NHCP), through the Government Appropriation Act (GAA) 2018 intends to apply the sum of Php 2,000,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Conceptualization, Design, Fabrication, Transport and Installation of Nazaria Lagos Outdoor Cast Bronze Statue Including Pedestal and Site Development in Town Plaza, Dueñas, Iloilo. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. The National Historical Commission of the Philippines (NHCP) now calls for the submission of eligibility documents for Conceptualization, Design, Fabrication, Transport and Installation of Nazaria Lagos Outdoor Cast Bronze Statue Including Pedestal and Site Development in Town Plaza, Dueñas, Iloilo. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 10 February 2018 unitl 5:00 p.m. at Records Section Ground Floor NHCP Building, T.M. The short list shall consist of at least three prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

7. The Procuring Entity shall evaluate bids using the Quality Based Evaluation/Selection (QBE/QBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
8. The contract shall be completed within one hundred eighty calendar days.
9. The National Historical Commission of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

119th Anniversary of the Inauguration of the First Philippine Republic
DILG Assistant Secretary Marjorie N. Jalosjos as Guest of Honor on the observance of the 119th Anniversary of the Inauguration of the First Philippine Republic
MALOLOS, BULACAN – The National Historical Commission (NHCP) spearheads the commemoration of the 119th Anniversary of the Inauguration of the First Philippine Republic in coordination with the Provincial Government of Bulacan, and the City Government of Malolos, on 23 January 2018, 8:00 a.m. at the Barasoain Church Historical Landmark in Malolos City, Bulacan.
The celebration begins with flag-raising and wreath-laying rites to be led by Department of the Interior and Local Government (DILG) Assistant Secretary Marjorie N. Jalosjos. He will be joined by NHCP Acting Executive Director Ludovico D. Badoy, Bulacan Governor Wilhelmino Sy-Alvarado, Malolos City Mayor Christian D. Natividad, Vice Governor Daniel R. Fernando, Vice Mayor Gilbert T. Gatchalian and other local officials from the Provincial Government of Bulacan and City Government of Malolos.
After the flag-raising and wreath-laying rites, Rev. Fr. Dars Cabral, parish priest of Nuestra Señora del Carmen, Barasoain Church will lead the opening prayer. Mayor Natividad will give the welcome remarks, while Vice Governor Daniel R. Fernando will deliver an inspirational message. Governor Alvarado will deliver a message and introduce the guest-of-honor. DILG Assistant Secretary Marjorie N. Jalosjos will deliver his message.
