  1. The National Historical Commission of the Philippines (NHCP), through the Government Appropriation Act 2019 (GAA) intends to apply the sum of Php 6,542,442.69 being the Approved Budget for the Contract (ABC) to payments under the contract for:

Restoration and Adaptive Reuse of the Cariño House (Phase 2) Candon, Ilocos Sur

 Bids received in excess of the ABC shall be automatically rejected at bid opening.

  1. The NHCP now invites bids for Restoration and Adaptive Reuse of the Cariño House (Phase 2) Completion of the Works is 180 calendar days. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

NHCP turns over newly restored Gabaldon school building in Sorsogon City to DepEd

Sorsogon City — The National Historical Commission of the Philippines (NHCP) led by its Commissioner and Chairman Rene R. Escalante will turn over the newly restored Gabaldon school building of Sorsogon East Central School, Burabod, Sorsogon City on 29 October 2019, 10:00 am.

Chairman Escalante will officially turn over the school building to the Department of Education (DepEd) through Undersecretary Revsee A. Escobedo who will represent Secretary Leonor Magtolis Briones.

Sorsogon Governor Francis Joseph “Chiz” G. Escudero will give the inspirational message while Deputy Speaker Evelina G. Escudero and Sorsogon City Mayor Ma. Ester E. Hamor will also deliver messages during the occasion.

Built during the early years of American colonial rule, the structure was restored by the NHCP with funds from DepEd. A portion of the building was adaptively reused to house the Museo ng Gerilya sa Sorsogon, which features documents, artifacts, and artworks that narrate the guerrilla movement in Sorsogon during the Second World War, and its connections with developments in the Philippines and the rest of the world.

The turn over and museum opening will be held to coincide with the ongoing Kasanggayahan Festival in Sorsogon province and close to the 75th anniversary of the Leyte Gulf Landings. Information gathered by Sorsogon guerrillas were known to have contributed to the planning of the landings.

The NHCP is the national government agency mandated to promote Philippine history through its museums and publications, and preserve historical heritage through conservation and the marking of historic sites and structures.

REI – Architectural and Engineering Services for the Proposed Freedom Memorial Museum

  1. 75th anniversary of Leyte Landing observed at the MacArthur Landing Memorial National Park, Palo, Leyte

The National Historical Commission of the Philippines (NHCP), in coordination with the Local Government of Palo, and the Provincial Government of Leyte spearheaded the Leyte Landing commemoration on Sunday, 20 October 2019, 8:00 a.m. in Palo, Leyte.

The program started with the flag-raising and wreath-laying rites led by National Security Council Secretary Hermogenes C. Esperon, Jr. He was accompanied by NHCP Chairman Rene R. Escalante. The Australian Ambassador to the Philippines Steven James Robinson AO, Chargé d’affaires John C. Law of the Embassy of the United States of America; Chargé d’affaires ad interim Minister Yasushi Yamamoto of the Embassy of Japan; Leyte Governor Leopoldo Dominico L. Petilla, Palo Mayor Frances Ann Petilla, and Veterans Federation of the Philippines Justice Manuel V. Pamaran also offered wreaths. 

Highlights of the commemoration included the solidarity greetings delivered by Ambassador Steven James Robinson AO, Chargé d’affaires John C. Law and Chargé d’affaires ad interim Yasushi Yamamoto. Philippine Postal Corporation Chairman Norman N. Fulgencio presented the commemorative stamp to the guest of honor.  Thereafter, the Secretary delivered his message.

REI – Production of Coffee Table Book for St. Joseph Parish Church, Barcelona, Sorsogon (2nd Posting)

  1. The National Historical Commission of the Philippines (NHCP), through the Government Appropriation Act (GAA) 2019 intends to apply the sum of Php 1,150,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Production of Coffee Table Book for St. Joseph Parish Church, Barcelona, Sorsogon. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
  2. The National Historical Commission of the Philippines (NHCP) now calls for the submission of eligibility documents for Production of Coffee Table Book for St. Joseph Parish Church, Barcelona, Sorsogon. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 14 October 2019 unitl 5:00 p.m. at Records Section Ground Floor NHCP Building, T.M. Kalaw Street Ermita, Manila. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
  3. Interested bidders may obtain further information from National Historical Commission of the Philippines and inspect the Bidding Documents at the address given below during 8:00 a.m. to 5:00 p.m.
  4. A complete set of Bidding Documents may be acquired by interested Bidders on 16 October 2019 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 5,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
  5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of at least three prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

Qualification of principal and key staff who will be assigned to the project 40%

The minimum standard to pass is Seventy Percent (70%)

  1. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

  1. The Procuring Entity shall evaluate bids using the Quality Based Evaluation/Selection (QBE/QBS) The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
  2. The contract shall be completed within two hundred forty (240) calendar days.
  3. The National Historical Commission of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
