ITB – Restoration and Rehabilitation of Iloilo Customs Building (Phase 1) in Muelle Loney, Iloilo City

1. The National Historical Commission of the Philippines (NHCP), through the General Appropriations Act 2020 (GAA) intends to apply the sum of Php 25,548,500.29 being the Approved Budget for the Contract (ABC) to payments under the contract for:

Restoration and Rehabilitation of Iloilo Customs Building (Phase 1)
Muelle Loney, Iloilo City

Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The NHCP now invites bids for Restoration and Rehabilitation of Iloilo Customs Building (Phase 1). Completion of the Works is 210 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from NHCP and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 A.M. to 5:00 P.M.

5. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Php 25,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The NHCP will hold a Pre-Bid Conference on 30 March 2020, 9:30 A.M. at 2nd floor Board Room, NHCP Building, T.M. Kalaw Street, Ermita, Manila, which shall be open to prospective bidders.

7. Bids must be delivered to the address below on or before 13 April 2020 before 9:00 A.M. at Records Section, Ground Floor, NHCP Building, T.M. Kalaw Street, Ermita, Manila. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

BAC RESOLUTION NO. 10 S. 2020 – RECOMMENDING THE SECOND DECLARATION OF FAILURE OF BIDDING FOR THE RESTORATION OF THE “BATTLE OF MACTAN” CANVAS PAINTING (NEGOTIATED PROCUREMENT), AND RECOMMENDING THE EXTENSION OF THE DEADLINE FOR THE SUBMISSION OF BID DOCUMENTS THEREOF

the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited qualified companies to bid for the restoration of the “Battle of Mactan” Canvas Painting (negotiated procurement) on 20 February 2020.

 WHEREAS, as recomended by the NHCP-BAC, a negotiated procurement was conducted and invited three bidders on 20 February 2020; however, by the deadline of submission of bids on 2 March 2020, and during the opening of bids on 3 March 2020, only the 401 Development Corp. submitted a bid;

WHEREAS, the bid documents submitted by the lone bidder failed to comply with the requirements owing to a missing unit cost in a material to be used;  

WHEREAS, Section 35.1.c) of R.A. 9184 Implementing Rules and Regulations states that the BAC shall declare the bidding a failure when all bids fail to comply with all the bid requirements;

NOW THEREFORE, upon recommendation of the NHCP-BAC on 16 March 2020, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the bidding for the restoration of the “Battle of Mactan” Canvas Painting (Negotiated Procurement) be declared a failure; and that the deadline of submission of bids for the restoration of the “Battle of Mactan” Canvas Painting be extended to 23 March 2020.

BAC RESOLUTION NO. 9 S. 2020 – RECOMMENDING THE CANCELLATION OF THE PROJECT PROFESSIONAL SERVICE TO MOUNT THE 1-YEAR COUNTDOWN TO THE 500TH ANNIVERSARY OF THE VICTORY OF MACTAN

WHEREAS, the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited bidders for the project Professional Service to Mount the 1-Year Countdown to the 500th Anniversary of the Victory of Mactan.

WHEREAS, in the light of the declaration of a State of Public Health Emergency in the country due to the Coronavirus Disease 2019 (CoVID-19) pandemic, the NHCP hereby cancels the aforementioned project in the interest of public safety.

NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 12 March 2020 deliberation, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the project Professional Service to mount the 1-Year Countdown to the 500th Anniversary of the Victory of Mactan shall be cancelled as per government policy and for safety measures.

3. The estimated value of the furniture collection is Four Thousand Euros (EUR4,000.00).

the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited qualified companies to bid for the project entitled Design and Build of Nicholas Loney Monument in Muelle Loney, Iloilo City, Iloilo through its advertisements on PhilGEPS, NHCP premises and NHCP website on 12-27 February 2020. 

WHEREAS, during the opening of bids on 10 March 2020, only JD Roces submitted a bid. However, the documents submitted by the lone bidder failed to comply with the requirements owing to missing signatures on every page of the documents, as required in Clause 19.4 of the Philippine Bid Documents (PBD) and failed to provide duplicate copies as required in Clause 20.3 of Bid Data Sheet;  

WHEREAS, Section 35.1.c) of R.A. 9184 Implementing Rules and Regulations states that the BAC shall declare the bidding a failure when all bids fail to comply with all the bid requirements;
