BAC RESOLUTION NO. 18 S. 2020 – RESCINDING THE AWARD OF CONTRACT FOR THE MAINTENANCE WORKS AT MUSEO Nl EMILIO AGUINALDO AND MUSEO Nl JOSE RIZAL-CALAMBA

WHEREAS, the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) issued the Notice of Award to R.A. Lacanlale Construction on 3 July 2020 for the Maintenance Works at Museo ni Emilio Aguinaldo with the amount of Nine Hundred Ninety-Nine Thousand Two Hundred and Ninety-Eight Pesos and 4/100 (PHP 999, 298.04) and Maintenance Works at Museo ni Jose Rizal-Calamba One Million Five Hundred Ninety-Nine Thousand One Hundred Thirty-One Pesos and 45/100 (PHP 1,599, 131.45);

WHEREAS, the above projects were put on hold due to the untimely passing of Engr. Rafael Lacanlale, the sole proprietor of R.A. Lacanlale Construction;

WHEREAS, the Office of the Solicitor General in its letter dated 28 August 2020, recommended the dissolution of the above project since according to them the sole proprietor has the legal authority on the project; the demise of the proprietor stalled the company’s ability to carry out the project;

NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 15 September 2020 deliberation, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the award of contract for R.A. Lacanlale Construction for the Maintenance Works at Museo ni Emilio Aguinaldo and Maintenance Works at Museo ni Jose Rizal-Calamba is rescinded.

WHEREAS, the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited qualified bidders to bid for the Maintenance Works at Museo nl Emillo Agulnaldo with the amount of Nine Hundred Ninety-Nine Thousand Two Hundred and Ninety-Eight Pesos and 4/100 (PHP 999, 298.04) and Maintenance Works at Museo ni Jose Rizal-Calamba One Million Five Hundred Ninety-Nine Thousand One Hundred Thirty-One Pesos and 45/100 (PHP 1.599. 131.45);

WHEREAS, upon the opening of the technical and financial bids on 29 July 2020, the said company complied with all the financial and technical requirements with the bidding price of PH 994,093.87 for Maintenance Works at Museo ni Emilio Aguinaldo and PH 1,592,416.04 for Maintenance Works at Museo ni Jose Rizal-Calamba;

WHEREAS, R.A. Lacanlale Construction submitted the Single Rated and Responsive Bid;

NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 30 July 2020 deliberation, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the award of contract for the Maintenance Works at Museo ni Emilio Aguinaldo and Maintenance Works at Museo ni Jose Rizal-Calamba be made in favor of R.A. Lacanlale Construction with the amount of PH 994,093.87 for Maintenance Works at Museo ni Emilio Aguinaldo and PH 1,592,416.04 for Maintenance Works at Museo ni Jose Rizal-Calamba.

  1. The National Historical Commission of the Philippines (NHCP), through the General Appropriations Act 2020 (GAA) intends to apply the sum of Php 1,599,131.45 being the Approved Budget for the Contract (ABC) to payments under the contract for:

 Bids received in excess of the ABC shall be automatically rejected at bid opening.

  1. The NHCP now invites bids for Maintenance Work at the Museo ni Jose Rizal-Calamba. Completion of the Works is 150 calendar days. Bidders should have completed a contract similar to the Project. INVITATION FOR NEGOTIATED PROCUREMENT – CURATORIAL DESIGN AND EXECUTION FOR THE NEW SORSOGON PROVINCIAL MUSEUM (NEGOTIATED)

  1.   1. The National Historical Commission of the Philippines (NHCP), through the General Appropriations Act 2020 intends to apply the sum of Php 7,000,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Marking of Thirty-four (34) Philippine Sites along the Route of the First Circumnavigation of the World. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
  2. The National Historical Commission of the Philippines (NHCP) now calls for the submission of eligibility documents for Marking of Thirty-four (34) Philippine Sites along the Route of the First Circumnavigation of the World. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 11 May 2020 until 10:00 a.m. at Records Section, Ground Floor, NHCP Building, T.M. Kalaw Street Ermita, Manila. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

BAC RESOLUTION NO. 13 S. 2020 – RECOMMENDING THE DISCONTINUANCE OF CERTAIN PROJECTS SCHEDULED IN 2020

WHEREAS, the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited bidders for five projects scheduled for implementation in 2020, to wit:

  1. Technical and Financial Proposals for the project Restoration of Various Monuments in Cebu Province
  2. Restoration of Santa Maria Church (Nuestra Señora de la Asuncion), Santa Maria, Ilocos Sur
  3. Conservation and Site Development of Old Barcelona Presidencia Ruins
  4. Restoration and Rehabilitation of Iloilo Customs Building (Phase 1)
  5. Design and Build of Nicholas Loney Monument in Muelle Loney, Iloilo City, Iloilo

WHEREAS, the national government, as a countermeasure against the continuous spread of the Coronavirus (COVID-19) in the Philippines, implemented the Enhanced Community Quarantine (ECQ) and other measures which hampered the bid processes and implementation of these projects;

WHEREAS, as a result thereof, the NHCP-BAC signed Resolution No. 12 on 25 March 2020 which put the above projects on hold until further notice;

WHEREAS, as mandated by RA 11469 (Bayanihan to Heal as One Act) and DBM Circular No. 508 series of 2020, previously approved programs and projects of the NHCP were discontinued and their respective allotments reallocated and realigned to support government efforts in containing the spread of COVID 19;

WHEREAS, among the projects whose allotments reverted to the national government are above-mentioned projects;

NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 27 April 2020 deliberation, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the above-mentioned projects scheduled in 2020 be discontinued.

WHEREAS, the said quarantine shall affect the attendance of bidders and the NHCP-BAC to the above-mentioned bidding procedures;

NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 25 March 2020, on line deliberation, be it

7. Bids must be delivered to the address below on or before 13 April 2020 before 9:00 A.M. at Records Section, Ground Floor, NHCP Building, T.M. Kalaw Street, Ermita, Manila. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bids opening shall be on 9:00 a.m. of 13 April 2020 at 2nd floor Board Room, NHCP Building, T.M. Kalaw Street, Ermita, Manila. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

8. The NHCP reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

1. In view of the recent announcement of President Rodrigo Roa Duterte placing the entire of Luzon under an “enhanced community quarantine” and instructing the offices under the Executive Department to work from home, the opening of bids scheduled on 17 March 2020 is hereby suspended until further notice.
