BAC RESOLUTION NO. 28 S. 2020 – RECOMMENDING THE DECLARATION OF FAILURE OF BIDDING FOR THE DETAILED ENGINEERING STUDIES FOR THE RESTORATION OF CABUGAO CHURCH COMPLEX AND SARRAT CHURCH COMPLEX IN ILOCOS SUR AND ILOCOS NORTE, RESPECTIVELY

WHEREAS, the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited companies to submit eligibility documents for the shortlisting purpose as a pre-requisite to qualify for bidding of the Project Detailed Engineering Studies for the Restoration of Cabugao Church Complex and Sarrat Church Complex in Ilocos Sur and Ilocos Norte, respectively with a total ABC of PHP 3,400,000.00 through its advertisements on PhilGEPS, Philippine Daily Inquirer, NHCP premises and NHCP Website on 11-18 December 2020;

WHEREAS, the sole bidder, Leimahn Development Corporation, is declared inelligble owing to incomplete eligibility requirements, to wit: “the Philgeps Certificate of Registration is not updated”;

WHEREAS, Section 35.1.c of R.A. 9184 or the Implementing Rules and Regulations states that the BAC shall declare the bidding a failure when all the bidders have incomplete eligibility requirements;

NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 21 December 2020 deliberation, be it

WHEREAS, the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited qualified bidders to bid for the Production of the Quincentennial Santo Niño Travelling Exhibit with the amount of Three Million Pesos (PHP 3,000,000.00);

WHEREAS, only one (1) company, GPRIELA Architecture and Design Studio submitted its bid documents;

WHEREAS, upon the opening of the technical and financial bids on 18 December 2020, the said company complied with all the financial and technical requirements with the bidding price of PHP 2, 998, 979.95;

WHEREAS, the NHCP Mancom is satisfied with the project proposal of GRIELA Architecture and Design Studio during its presentation on 18 December 2020;

REQUEST FOR EXPRESSION OF INTEREST – DETAILED ENGINEERING STUDIES FOR THE RESTORATION OF CABUGAO CHURCH COMPLEX AND SARRAT CHURCH COMPLEX IN ILOCOS SUR AND ILOCOS NORTE, RESPECTIVELY

  1. The National Historical Commission of the Philippines (NHCP), through the General Appropriations Act (GAA) 2019 intends to apply the sum of Php 3,400,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Detailed Engineering Studies for the Restoration of Cabugao Church Complex and Sarrat Church Complex in Ilocos Sur and Ilocos Norte, respectively. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
  2. The National Historical Commission of the Philippines (NHCP) now calls for the submission of eligibility documents for Detailed Engineering Studies for the Restoration of Cabugao Church Complex and Sarrat Church Complex in Ilocos Sur and Ilocos Norte, respectively. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 18 December 2020 unitl 5:00 p.m. at Records Section, Ground Floor, NHCP Building, T.M. Kalaw Street Ermita, Manila. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
  3. Interested bidders may obtain further information from National Historical Commission of the Philippines and inspect the Bidding Documents at the address given below during 8:00 a.m. to 5:00 p.m.

 

  1. A complete set of Bidding Documents may be acquired by interested Bidders on 22 December 2020 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 5,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

 

  1. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of at least three prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

The minimum standard to pass is Seventy Percent (70%)

  1. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

 

  1. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
  2. The contract shall be completed within ninety (90) calendar days. 
  3. The National Historical Commission of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

  1. BAC RESOLUTION NO. 25 S. 2020 – RECOMMENDING THE DECLARATION OF FAILURE OF BIDDING FOR THE PROJECT PRODUCTION OF THE QUINCENTENNIAL FIRST CIRCUMNAVIGATION TRAVELLING EXHIBIT (1ST POSTING)

WHEREAS, the National Historical Commission of the Philippines (NHCP) Bids and Awards Committee (BAC) invited qualified bidders to bid for the Production of the Quincentennial First Circumnavigation Travelling Exhibit (1st Posting) amounting to Three Million Five Hundred Thousand Pesos (PHP 3,500,000.00) through advertisements on the Philippine Government Electronic Procurement System, (PhilGEPS), a newspaper of general circulation (the Philippine Daily Inquirer), on notice boards at the NHCP premises and at the NHCP website (www.nhcp.gov.ph) between 6-13 November 2020;

 WHEREAS, two bidders, namely (1) Gpriela Architecture & Design Studio and (2) Centrex Corporation, submitted their bid proposals on 7 December 2020;

 WHEREAS, upon opening of the technical and financial proposals of bidders, Gpriela Architecture & Design Studio failed on include in their submitted bid the expenses to cover the shipment of the exhibits as well as the production of souvenirs, which were included the terms of reference of the project;

WHEREAS, the NHCP Management Committee (NHCP ManCom) was not satisfied with the project proposal of Centrex Corporation since they failed to present the research component and content of the exhibit;

WHEREAS, both bidders failed to comply with the requirements needed for the project;

 NOW THEREFORE, upon unanimous decision and approval of the NHCP BAC during its 7 December 2020 deliberation, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the bidding for the Production of the Quincentennial First Circumnavigation Travelling Exhibit (1st Posting) be declared a failure. Consequently, the BAC shall conduct a re-bidding of the said project.

The National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited qualified companies to bid for the “Production of a Documentary Titled Sto. Niño in the Philippine Culture and History (1st Posting)” and “Production of a Documentary Titled KAAGI: The Philippines and the First Circumnavigation (1st Posting)” through its advertisements on PhilGEPS, NHCP premises and NHCP website on 26 October to 3 November 2020.

WHEREAS, Project V Media Corp. was the only bidder shortlisted for both projects during the scheduled shortlisting of bidders on 5 November 2020; 

WHEREAS, during the opening of the technical and preliminary examination for the two documentaries on 23 November 2020 it was found out, based on the documents that they submitted, that the both projects will be executed simultaneously by same personnel of the Project V Media Corp.

WHEREAS, according to the assessment and evaluation by the BAC it was decided that that bidder is not capable of executing both projects simultaneously owing to the limited manpower; 

WHEREAS, upon consultation with the end-user; they recommended that the Kaagi Documentary is more important and needs to be executed immediately;

NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 23 November 2020 deliberation, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the bidding for the restoration of the “Production of a Documentary Titled Sto. Niño in the Philippine Culture and History (1st Posting)” be declared a failure.

RESOLVED FURTHER, that the said project be re-posted in the Philippine Government Electronic Procurement Systems (PhilGEPS) for competitive bidding.
