1. The National Historical Commission of the Philippines (NHCP), through the General Appropriations Act 2021 (GAA) intends to apply the sum of Php 1,162,104.06 being the Approved Budget for the Contract (ABC) to payments under the contract for:
Maintenance Work and Restoration at the Museo ng Kasaysayang Panlipunan ng Pilipinas (Pamintuan Mansion) Angeles City, Pampanga Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The NHCP now invites bids for Maintenance Work and Restoration at the Museo ng Kasaysayang Panlipunan ng Pilipinas (Pamintuan Mansion). Completion of the Works is 90 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.” Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
4. Interested bidders may obtain further information from NHCP and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 A.M. to 4:00 P.M.
5. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Php 5,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The NHCP will hold a Pre-Bid Conference on 04 February 2021, 9:30 A.M. at 2nd floor Board Room, NHCP Building, T.M. Kalaw Street, Ermita, Manila, which shall be open to prospective bidders.
7. Bids must be delivered to the address below on or before 17 February 2021 before 9:00 A.M. at Records Section, Ground Floor, NHCP Building, T.M. Kalaw Street, Ermita, Manila. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bids opening shall be on 9:00 A.M. of 17 February 2021 at 2nd floor Board Room, NHCP Building, T.M. Kalaw Street, Ermita, Manila. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
8. The NHCP reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

Why is the First Philippine Republic Significant in History?

On 23 January 2021, we commemorate the inauguration of the First Philippine Republic in Malolos, Bulacan 122 years ago. The historic event was a culmination of the national project envisioned and begun by numerous Filipinos.
The First Republic can be traced back to the Propaganda Movement led by Jose Rizal, Marcelo H. del Pilar, Mariano Ponce, etc., which sought equal treatment of Filipinos and representation in the Cortes, the Spanish legislature. Their ideas were received and developed further by the likes of Andres Bonifacio and Emilio Jacinto who established the Katipunan, took up arms, and fought for Philippine independence from Spain. As replacement to the Spanish colony, they envisioned a “Haring Bayang Katagalugan” where the power to govern emanates from the People—essentially a democratic society.
The desire to establish a republic, albeit in a different form, withstood the power struggle in the Tejeros Convention (22 March 1897) and continued in the Biak-na-Bato Republic (November 1897) which was terminated by the Pact of Biak-na-Bato (15 December 1897). A stipulation of this pact was the voluntary exile of Filipino revolutionary leaders to Hong Kong, but they must have left with the idea of a republic still on their minds.
With the help of a new superpower, the United States, Emilio Aguinaldo returned from exile to reclaim his role as leader of a nation in revolt in May 1898. As Filipinos gained ground inch by inch, and victory was within reach, it was decided that a solemn proclamation of Philippine independence be held in Kawit, Cavite on 12 June 1898. The written proclamation was signed mostly by military leaders. Another proclamation was issued on 1 August in Bacoor, Cavite ratified by town leaders and representatives elected by liberated towns.
With these proclamations, Filipinos showed the world that they were on their way to organizing a Republic equal to all the nations of the world. Its Constitution was drafted by an assembly of citizens representing the entire archipelago. It enshrined the rights of Filipino citizens denied by their colonizers. It organized a government with powers shared by three branches—the Executive, the Legislative, and the Judiciary. It recognized the separation of Church and State, promoted education, and valued the native tongue.
Although the Constitution underwent intense debate, the final draft was approved on 21 January, paving the way for the Republic’s inauguration two days later. Compared to previous Filipino governments, it enforced its own taxes, released currency and postage stamps, and established a university. Its army was organized, with ranks, uniforms, and an academy. It had a navy consisting of captured boats and steamships donated by wealthy Filipinos.
The Republic’s laws were published on its own gazette and enforced by authorities where copies could reach. It was recognized in almost the entire Luzon, parts of Mindanao, and even by the decentralized governments in the Visayas. Even before the Republic was formally inaugurated, the Comite Central Filipino based in Hong Kong had been managing the diplomatic affairs of an independent Philippines. It had representatives in Tokyo, Paris, Madrid, London, and Washington to promote the independence of the Philippines and seek its recognition.
Just twelve days after its festive inauguration, the Republic faced its greatest challenge. The United States turned out not to be an ally but a new colonizer, claiming that they came to teach Filipinos how to organize a democratic government. Yet in the few years of its existence, the First Philippine Republic proved to the world that Filipinos were and still are capable of self-government.

Sa 23 Enero 2021, gugunitain natin ang pagpapasinaya ng Unang Republika sa Malolos, Bulacan 122 taon na ang nakaraan. Ang makasaysayang kaganapang ito ay bunga ng mga pagsusumikap na iniharaya at sinimulan ng maraming Pilipino.
Maiuugat ang Unang Republika sa Kilusang Propagandang pinamunuan nina Jose Rizal, Marcelo H. del Pilar, Mariano Ponce, at mga kasama na naghangad ng pantay na pagtrato sa mga Pilipino at representasyon sa Cortes, ang lehislatura ng Espanya. Ang mga ideya nila ay tinanggap at pinalago ni Andres Bonifacio, Emilio Jacinto, at mga kasama nila na nagtatag ng Katipunan, nag-alsa, at lumaban para sa kasarinlan ng Pilipinas mula sa Espanya. Kapalit ng kolonyang Espanyol, pinangarap nila ang isang “Haring Bayang Katagalugan” kung saan ang kapangyarihang mamahala ay magmumula sa taumbayan—sa madaling sabi, isang lipunang demokratiko.
Hindi nawala ang paghahangad na magtatag ng republika, bagaman sa ibang anyo, kahit matapos ang tunggalian para sa kapangyarihan sa Kumbensyon ng Tejeros noong 22 Marso 1897 at ang Republikang Biak-na-Bato (Nobyembre 1897) na nagwakas dahil sa kasunduan ng Biak-na-Bato (15 Disyembre 1897). Bahagi ng kasunduan ang kusang eksilo ng mga pinunong rebolusyonaryo sa Hong Kong, ngunit maaaring lumisan silang nasa isip pa rin ang pagbuo ng isang republika.
Sa tulong ng Estados Unidos na umuusbong noon bilang isang superpower, bumalik si Emilio Aguinaldo noong Mayo 1898 mula sa pagkakatapon upang pamunuan muli ang isang bansang nag-aalsa. Habang unti-unting nagtatagumpay ang mga Pilipino, ipinagpasyang ipahayag ang kasarinlan noong 12 Hunyo 1898 sa Kawit, Cavite. Karamihan sa mga lumagda ng dokumento ay mga pinunong militar. Isa pang proklamasyon ang inilabas noong 1 Agosto sa Bacoor, Cavite kung saan ang mga nakalagda ay mga pinuno at kinatawan na hinalal sa mga napalayang bayan.
Sa pamamagitan ng mga proklamasyong ito, ipinakita ng mga Pilipino na bumubuo na sila ng isang Republikang kapantay sa mga bansa sa daigdig. Ang Konstitusyon nito ay sinulat ng isang asamblea ng mga kinatawan ng bawat bahagi ng bansa. Ipinagtibay nito ang mga karapatan ng mga Pilipinong ipinagkait sa kanila ng mga mananakop. Bumuo ito ng pamahalaan kung saan ang kapangyarihan ay nahahati sa tatlong sangay—ang Ehekutibo, ang Lehislatura, at ang Hudikatura. Kinilala ang paghihiwalay ng Simbahan at Estado, itinaguyod ang edukasyon, at pinahalagahan ang sariling wika.
Bagaman naging matindi ang debate para sa Konstitusyon, ang pinal nitong borador ay ipinagtibay noong 21 Enero. Nagbigay-daan ito sa pagpapasinaya ng Republika makalipas ang dalawang araw. Kumpara sa mga nakaraang pamahalaang Pilipino, nakapagpatupad ito ng mga buwis, nakapaglabas ng mga salapi at koreyo, at nakapagtatag ng pamantasan. Organisado ang mga hukbo nito: may mga ranggo, uniporme, at akademya. Mayroon din itong hukbong-dagat na binuo ng mga bapor na nakubkob at ipinagkaloob ng mga mayayamang Pilipino.
Inilimbag ang mga batas ng Republikang ito sa sarili nitong gaseta, at ipinatupad ng mga awtoridad sa mga bayang naaabot nito. Kinilala ito sa malaking bahagi ng Luzon, ilang bahagi ng Mindanao, at kahit ng mga nagsasariling pamahalaan sa Visayas. Hindi pa man napapasinayaan ang Republika, pinamunuan na ng Comite Central Filipino na nakabase sa Hong Kong ang mga gawaing diplomatiko ng malayang Pilipinas. Mayroon itong mga kinatawan sa Tokyo, Paris, Madrid, London, at Washington upang itaguyod ang kalayaan ng Pilipinas at kilalanin ito ng ibang bansa.
Labindalawang araw lamang matapos ang masayang pagpapasinaya nito, naharap ang Republika sa pinakamatindi nitong hamon. Ang inakalang kakampi na Estados Unidos ay bago palang mananakop, para turuan daw ang mga Pilipino kung paano mag-organisa ng pamahalaang demokratiko. Ngunit sa kakaunting taong pag-iral nito, pinatunayan ng Unang Republika ng Pilipinas sa daigdig na kaya ng mga Pilipino noon at ngayon na pamahalaan ang sarili.

BAC RESOLUTION NO. 1 S. 2021 – RECOMMENDING THE DECLARATION OF FAILURE OF BIDDING FOR THE DETAILED ENGINEERING STUDIES FOR THE RESTORATION OF CABUGAO CHURCH COMPLEX AND SARRAT CHURCH COMPLEX IN ILOCOS SUR AND ILOCOS NORTE, RESPECTIVELY
WHEREAS, the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited companies to submit eligibility documents for the shortlisting purpose as a pre-requisite to qualify for bidding of the Project Detailed Engineering Studies for the Restoration of Cabugao Church Complex and Sarrat Church Complex in Ilocos Sur and Ilocos Norte, respectively with a total ABC of PHP 3,400,000.00 through its advertisements on PhilGEPS, Philippine Daily Inquirer, NHCP premises and NHCP Website on 7-14 January 2021;
WHEREAS, no eligibility documents were received on 14 January 2021 deadline;
WHEREAS, Section 35.1.a of R.A. 9184 or the Implementing Rules and Regulations states that the BAC shall declare the bidding a failure when no bids are received;
NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 15 January 2021 deliberation, be it
RESOLVED, AS IT IS HEREBY RESOLVED, that the bidding for the project Detailed Engineering Studies for the Restoration of Cabugao Church Complex and Sarrat Church Complex in Ilocos Sur and Ilocos Norte, respectively be declared a failure. Consequently, the BAC shall conduct a re-bidding and reposting of the said project.
