BAC RESOLUTION NO. 11 S. 2021 – RECOMMENDING THE AWARD OF CONTRACT FOR THE PROJECT MAINTENANCE WORKS AND RESTORATION OF THE MUSEO NG KASAYSAYANG PANLIPUNAN NG PILIPINAS (PAMINTUAN MANSION), ANGELES CITY, PAMPANGA (2ND POSTING)

WHEREAS, the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited companies to bid for Maintenance Works and Restoration of the Museo ng Kasaysayang Panlipunan ng Pilipinas (Pamintuan Mansion) in Angeles City, Pampanga, with a total Approved Budget Cost (ABC) of One Million, One Hundred Sixty-Two Thousand One Hundred Four Pesos and 6/100 (₱ 1,162,104.06) through its advertisements on PhilGEPS, a newspaper of general circulation, and on notices posted at the NHCP premises and the NHCP Website on 3-9 March 2021;

WHEREAS, only one (1) company, namely J.S. Lim Construction & Trading, have signified their interest to participate in the bidding and submitted their technical and financial proposal accordingly;

WHEREAS, their submitted bid was opened on 26 March 2020, 10:30 AM, at the NHCP Central Office in Ermita, Manila, with their duly-authorized representatives observing the proceedings via online videoconferencing;   

WHEREAS, after passing all criteria for post-qualification, J.S. Lim Construction & Trading submitted the Single Lowest Calculated Responsive Bid amounting to One Million, One Hundred Fifty-Two Thousand Fifty-Three pesos & 99/100 (₱ 1,152,053.99) and is most advantageous to the Government.

NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 5 April 2021 deliberation, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the bidding for the project Maintenance Works and Restoration of the Museo ng Kasaysayang Panlipunan ng Pilipinas (Pamintuan Mansion) in Angeles City, Pampanga be awarded to J.S. Lim Construction and Trading with the amount of One Million, One Hundred Fifty-Two Thousand Fifty-Three pesos & 99/100 (₱ 1,152,053.99).

Invitation to Bid – Restoration of St. John the Baptist Parish Church (Repair Works) Bato, Catanduanes – 2nd Posting

  1. The National Historical Commission of the Philippines (NHCP), through the General Appropriations Act 2021 (GAA) intends to apply the sum of Php 4,966,950.70 being the Approved Budget for the Contract (ABC) to payments under the contract for:

Restoration of St. John the Baptist Parish Church (Repair Works) Bato, Catanduanes

  Bids received in excess of the ABC shall be automatically rejected at bid opening.

  1. The NHCP now invites bids for Restoration of St. John the Baptist Parish Church (Repair Works). Completion of the Works is 180 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
  2. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

  1. Interested bidders may obtain further information from NHCP and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 A.M. to 4:00 P.M.
  2. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Php 5,000.00.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

  1. The NHCP will hold a Pre-Bid Conference on 05 April 2021, 9:30 A.M. at 2nd floor Board Room, NHCP Building, T.M. Kalaw Street, Ermita, Manila, which shall be open to prospective bidders.
  2. Bids must be delivered to the address below on or before 20 April 2021 before 9:00 A.M. at Records Section, Ground Floor, NHCP Building, T.M. Kalaw Street, Ermita, Manila. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bids opening shall be on 9:00 A.M. of 20 April 2021 at 2nd floor Board Room, NHCP Building, T.M. Kalaw Street, Ermita, Manila. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

  1. The NHCP reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

72nd Death Anniversary of Galicano Apacible

The National Historical Commission of the Philippines (NHCP) led the wreath-laying ceremony to commemorate the 72nd death anniversary of Galicano Apacible last 22 March 2021, 8:00 a.m., at the Museo nina Leon at Galicano Apacible in Taal, Batangas.

NHCP-Museo ni Leon at Galicano Apacible (MLGA) Curator Slyvia Alvarez offered a wreath at the bust of Galicano Apacible inside Gallery V of the museum. MLGA Museum Guide Xeirem Medina with other MLGA and Museo nina Marcela Mariño at Felipe Agoncillo personnel witnessed the event.

158th Birth Anniversary of Mariano Ponce

The National Historical Commission of the Philippines (NHCP) spearheaded the commemoration of the 158th birth anniversary of Mariano Ponce. As per directive of the IATF last 21 March 2021, which placed Bulacan under General Community Quarantine (GCQ), the NHCP Museo ni Mariano Ponce, together with the Provincial Government of Bulacan and Municipality of Baliwag, cancelled the event. In lieu of regular commemorations, a simple wreath-laying activity was conducted by the NHCP Museo ni Mariano Ponce, Provincial Government of Bulacan, and the Municipality of Baliwag – Baliwag Toursim Office.

Said postponement is in light of restrictions on non-essential travel, work at Government Offices and the conduct of face-to-face meetings pursuant to IATF Resolution No. 104 dated 20 March 2021, which will take effect from 22 March to 04 April 2021. To ensure transparency and fairness in the procurement process, the NHCP Bids and Awards Committee decided to schedule all opening of bids on one day to maximize availability of all BAC members, secretariat, and third-party witnesses, at the same time minimizing risk of exposure to the SARS-CoV-2 pathogen for all parties concerned.

A maximum of one (1) representative from each company shall be allowed to witness the proceedings, provided that strict minimum health standards and hygiene protocols (i.e., routine disinfection of hands, clothes and personal effects, wearing of face mask and face shield at all times, and maintaining a one-meter distance from others) shall be constantly observed.

A link to a virtual meeting room (via the Zoom online videoconferencing application) shall be provided upon request to interested parties who want to observe the proceedings online. Requests for the URL, Meeting ID and Passcode may be sent to bacnhcp2020@gmail.com.

Opening of bids will be done in succession in the order enumerated above. Representatives from bidding companies who submitted bids for projects which are yet to be taken up by the BAC are advised to wait at the designated holding area in order to minimize the number of people present at the conference room at any time. Please refer to the fourth column (Revised Time of Opening) for a tentative estimate of the time each project is going to be taken up by the BAC, which is subject to change depending on how long the opening of bids for preceding projects shall take.

152nd Birth Anniversary of Emilio Aguinaldo

The National Historical Commission of the Philippines spearheaded the commemoration of the 152nd birth anniversary of Emilio Aguinaldo. As per directive of the IATF last 21 March 2021, which placed Cavite under General Community Quarantine (GCQ), the NHCP Museo ni Emilio Aguinaldo, together with the Municipality of Kawit, cancelled the event. In lieu of regular commemorations, a simple flag-raising facilitated by the Cavite Tourist Police Unit and wreath-laying activity was conducted by the NHCP Museo ni Emilio Aguinaldo and the Municipality of Kawit – Kawit Tourism staff.

BAC RESOLUTION NO. 10 S. 2021 – RECOMMENDING THE AWARD OF CONTRACT FOR THE RESTORATION OF THE BACON CHURCH BELL TOWER, BACON – SAWANGA – PIRIETO DIAZ ROAD, BACON, SORSOGON

WHEREAS, The National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited qualified companies to bid for the Restoration of Bacon Church Bell Tower, Bacon-Sawanga-Pirieto Diaz Road, Bacon, Sorsogon, through its advertisements on PhilGEPS, a newspaper of general circulation, and via notices posted at the NHCP premises and at the NHCP website on 16-23 February 2021;

WHEREAS, three companies, namely (1) 401 Development & Construction Corporation, (2) Kobe Construction & Trading and (3) Duamon Construction & Supply have signified their interest to participate in the bidding and submitted their technical and financial proposals accordingly;

WHEREAS, upon the opening of their submitted bids by the NHCP-BAC on 11 March 2021, the three bidders, all of which were determined as compliant with all criteria for post-qualification, have submitted the following bid prices:

  • 401 Development & Construction Corp.             ₱ 5,989,206.19
  • Kobe Construction & Trading                         ₱ 6,223,410.20
  • Duamon Construction & Supply                         ₱ 5,545,137.38 (less 11% from ₱ 6,230,491.44)

WHEREAS, after evaluation and post qualification, the bidder with the lowest bid price, Duamon Construction & Supply failed to put a cost in Item 4.1 of the Bill of Quantities, namely “Repainting of exterior concrete surfaces of the church: Surface Preparation;”

WHEREAS, pursuant to Section 32.2.1 of the Implementing Rules and Regulations of Republic Act No. 9184 (Government Procurement Reform Act), bids which fail to provide a numerical value in any of the items stipulated in the Bill of Quantities shall be considered “non-responsive” and subject for disqualification;

WHEREAS, the bidder with the second lowest bid price, namely 401 Development & Construction Corporation, submitted the Lowest Calculated Responsive Bid with the amount of Five Million Nine Hundred Eighty-Nine Thousand, Two Hundred Six pesos and 19/100 (₱5,989,206.19), and is advantageous to the government.

NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 21 March 2021 deliberation, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the project contract for the Restoration of Bacon Church Bell Tower, Bacon-Sawanga-Pirieto Diaz Road, Bacon, Sorsogon, be awarded to 401 Development & Construction Corporation with the amount of Five Million Nine Hundred Eighty-Nine Thousand, Two Hundred Six pesos and 19/100 (₱5,989,206.19).

158th Birth Anniversary of Mariano Ponce

Baliwag – The National Historical Commission of the Philippines (NHCP) and Provincial Government of Bulacan will spearhead the commemoration of the 158th birth anniversary of Mariano Ponce on 22 March 2021, 8:00 a.m. at the Museo ni Mariano Ponce.

Resolution 104, dated 20 March 2021 of the Inter-Agency Task Force for the Management of Emerging Infectious Disease prohibits mass gatherings, hence a simple wreath-laying will be spearheaded by NHCP Bulacan Cluster Curators Ruel Paguiligan, Alexander Aguinaldo and Ericson Dublas, Provincial Government of Bulacan Provincial Librarian Marlon Hipolito, and Mariano Ponce’s descendant Mr. Jayjay Gonzales while the wreath from the Office of the President will be prepositioned in front of the monument of Mariano Ponce. On line activities will be available in MMP’s FB page.

Mariano Ponce was born on 22 March 1863 to Mariano Ponce and Maria Collantes delos Santos. A medical student in Spain, he joined and became an administrator and part-time editor of La Solidaridad in 1889. He helped procure weapons for the Filipinos when the revolution began and was appointed by then President Emilio Aguinaldo as a diplomatic representative to Japan. He became a representative to the Philippine Assembly from 1910 to 1912 and a history researcher of the Philippine Library and Museum in 1916.

NHCP is the national government agency mandated to promote Philippine History through its museums and publications, and preserve the nation’s historical heritage.

WHEREAS, the National Historical Commission of the Philippines Bids and Awards Committee (NHCP BAC) invited companies to bid for the project Design, Development, Installation, Configuration, Deployment and Implementation of the NHCP Human Resource Management Information System, with a total Approved Budget Cost (ABC) of Two Million, One Hundred Thousand pesos only (PHP 2,100,000.00) through its advertisements on PhilGEPS, a newspaper of general circulation, and on notices posted at the NHCP premises and the NHCP Website on 8 – 15 March 2021

WHEREAS, a pre-bid conference was conducted by the NHCP-BAC via online teleconferencing on 16 March 2021, together with prospective bidders who signified their interest on said project;

WHEREAS, upon due consultation with the end user, the NHCP-BAC was advised that there would be significant changes in terms of reference (TOR) of said project.

NOW THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the project Design, Development, Installation, Configuration, Deployment and Implementation of the NHCP Human Resource Management Information System, be cancelled.
