Commemoration of the 159th birth anniversary of Apolinario Mabini

TANAUAN, BATANGAS – The National Historical Commission of the Philippines (NHCP) with the City of Tanauan, will lead the rites commemorating the 159th birth anniversary of Apolinario Mabini on 23 July 2023, 8:00 a.m. at the Dambanang Apolinario Mabini, Tanauan City.  

Batangas 6th District Representative Ralph G. Recto will lead the flag-raising and wreath-laying rites which will be officiated by the Armed Forces of the Philippines. Other wreath offerors to the event are Batangas 3rd District Representative Ma. Theresa V. Collantes, NHCP Chairman Dr. Emmanuel Franco Calairo, Batangas Governor Hermilando I. Mandanas, Tanauan City Mayor Nelson P. Collantes, Tanauan City Vice Mayor Atty. Herminigildo G. Trinidad, Jr., and Mabini’s descendant, Capt. Rico Talagsad-Mabini.   

A short program will commence after the ceremonial rites. Vice Mayor Trinidad will deliver his welcome remarks to be followed by the messages of Rep. Collantes and NHCP Chairman Calairo. Mayor Collantes will introduce the guest of honor, Rep. Recto. Then, a plaque of recognition will be presented by Mayor Collantes to Rep. Recto after the latter’s speech. It will be followed by a short message from Capt. Talagsad-Mabini giving honor to Apolinario Mabini.    

Apolinario Mabini was born on 23 July 1864 to parents Inocencio Mabini and Dionisia Maranan. He was the secretary of the La Liga Filipina in 1893, an organization founded by Jose Rizal that advocated reforms in society and helped their members financially through their monthly contributions. Mabini later joined the Katipunan where his works, El Verdadero Decalogo and Programa Constitucional dela Republica Filipina became instrumental in the drafting of what would be known as the Malolos Constitution.   

The NHCP is the national government agency mandated to promote Philippine history through its museums, research, and publications, and to preserve historical heritage through conservation and the marking of historic sites and structures.

The National Historical Commission of the Philippines, through the 2023 General Appropriations Act, intends to apply the sum of Nine Million, Eight Hundred Forty-Six Thousand, Eight Hundred Twenty-Two Pesos and 24/100 (₱9,846,822.24) being the Approved Budget for the Contract (ABC) to payments under the contract for Restoration and Development of the Museo ng Libingan sa Ilalim ng Lupa ng Nagcarlan (MLILN), Nagcarlan Underground Cemetery Historical Landmark (NUCHL), Barangay Bambang, Nagcarlan, Laguna. Bids received in excess of the ABC shall be automatically rejected at bid opening.

Invitation to Bid – Restoration of Patnongon Old Casa Municipal in Real St., Poblacio, Patnongon, Antique (2nd Posting)

 

  1. The National Historical Commission of the Philippines, through the 2023 General Appropriations Act, intends to apply the sum of Nine Million, Nine Hundred Sixty Thousand, Twenty-Six Pesos and 32/100 (₱9,960,026.32) being the Approved Budget for the Contract (ABC) to payments under the contract for Restoration of Patnongon Old Casa Municipal). Bids received in excess of the ABC shall be automatically rejected at bid opening.
  1. The National Historical Commission of the Philippines now invites bids for the above Procurement Project. Completion of the Works is required two hundred forty (240) calendar days. The bidder must have an experience of having completed a Single Largest Completed Contract (SLCC) on Restoration of Unreinforced Masonry. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
  1. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
  1. Interested bidders may obtain further information from the National Historical Commission of the Philippines and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM or via bac@nhcp.gov.ph.
  1. A complete set of Bidding Documents may be acquired by interested bidders on 1 June 2023 from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (₱10,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees via a photocopy of the receipt included in the submitted bid or via e-mail (bac@nhcp.gov.ph).
  1. The National Historical Commission of the Philippines will hold a Pre-Bid Conference[1] on 9 June 2023 (Friday), 9:30 AM at Board Room, Multipurpose Hall, 4/F, NHCP Building, T.M. Kalaw Avenue, Ermita, Manila, and/or through videoconferencing/webcasting via Microsoft Teams App, which shall be open to prospective bidders.   1. Bids must be duly received by the Records Section or any representative BAC Secretariat through (i) manual submission at the office address as indicated below, (ii) online or electronic submission as indicated below, on or before 21 June 2023 (Wednesday), 9:30 AM. One (1) original and three (3) additional copies of the technical and financial proposals must be provided. Late bids shall not be accepted. Please see the diagram below for your guidance.

  1. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
  1. Bid opening for the technical and financial proposals shall be on 21 June 2023 (Wednesday) at 9:30 AM and 10:30 AM, respectively at the given address below and/or through Microsoft Teams App. A bid is considered received if a stamp by the Records Section has been affixed onto the envelope with the date and time when it was received.   1. All bidders are reminded that each page of the Bidding Documents submitted should be duly signed by the bidder’s authorized representative/s pursuant to Section 25.8 of the 2016 revised IRR of R.A. No. 9184. Moreover, all legally executable documents (e.g., Omnibus Sworn Statement) must be duly notarized. Submitted bids which have unsigned pages and/or unnotarized legal documents shall be considered non-responsive.
  1. All bidders should sufficiently provide information on the Bill of Quantities Form. Any modifications such as revising the quantity of materials and/or items and providing additional cost (i.e., additional labor cost) that are beyond the agency estimate are strictly prohibited. Such are grounds for the bids to be considered non-responsive pursuant to Section 32.2 of the 2016 revised IRR of R.A. No. 9184.
  1. All bidders are advised to adopt the new, revised format of the Omnibus Sworn Statement issued pursuant to GPPB Circular No 4-2020 as adopted by GPPB Resolution No. 16-2020. The revised format of the OSS consists of 10 articles/paragraphs (with two new additional provisions since the previous 2016 edition), a template of which may be downloaded from the GPPB website thru this link https://www.gppb.gov.ph/downloadables.php.
  1. The National Historical Commission of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.

However, please be reminded that only the bid opening schedule was moved; the deadline of submission of bids remain to be 9:30 a.m. on 24 May 2023.

Please be informed of the following information and clarifications:

  1. To clarify the submission of testing result based on page 32 of the PBD stated on number 4 of the technical specification, you may use the same testing result submitted during your accreditation if it is still valid.
  2. It is reminded that each page of your bidding documents is signed by your authorized representative.
  3. Please see attached BOQ to be filled in with the price per piece and total amount and be included in the financial bid proposal. Also, do not modify any quantity as this will lead to disqualification of bid.
  4. On page 27 of the PBD under Schedule of Requirements of the 1st To clarify, the Sailors’ rope dimensions are 16 mm x 720 ft and 10 mm x 720 ft. Two of each are required.

1.             The National Historical Commission of the Philippines, through the 2023 General Appropriates Act intends to apply the sum of Three Million Pesos (₱3,000,000.00) being the ABC to payments under the contract for Supply, Delivery and Installation of New Airconditioning units and Repair/Relocation and Reinstallation of Existing Airconditioning units at NHCP Building. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The National Historical Commission of the Philippines, through the 2023 General Appropriates Act intends to apply the sum of Three Million Pesos (₱3,000,000.00) being the ABC to payments under the contract for Procurement of Laboratory Information Management System (LIMS)Bids received in excess of the ABC shall be automatically rejected at bid opening.

 Also, we would like to reiterate item 10 in page 9 which states that:
