Invitation to Bid – Procurement of Conservation Suction Table – 2nd Posting

  1. The National Historical Commission of the Philippines, through the 2024 General Appropriates Act intends to apply the sum of Five Million, Five Hundred Thousand Pesos Only (₱5,500,000.00) being the ABC to payments under the contract for Procurement of Conservation Suction Table. Bids received in excess of the ABC shall be automatically rejected at bid opening.
  2. The National Historical Commission of the Philippines now invites bids for the above Procurement Project. Delivery of the Goods is required One Hundred (100) calendar days upon the receipt of “Notice to Proceed”. Bidders should have completed, within Three (3) years from the date of submission and receipt of bids, a contract similar to the Project.  The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
  3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 

    Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

  5. The National Historical Commission of the Philippines, through the General Appropriations Act of 2024 intends to apply the sum of Four Million, Eight Hundred Fifty-Six Thousand, Two Hundred Seventy-Nine Pesos and 36/100 (Php 4,856,279.36) being the Approved Budget for the Contract (ABC) to payments under the contract for Restoration of San Juan de Nepomuceno Parish Church, Minoro Bancobanco St., Anini-y, Antique. INVITATION TO BID – RESTORATION OF PATNONGON OLD CASA MUNICIPAL IN REAL ST., POBLACION, PATNONGON, ANTIQUE PHASE II

    1. The National Historical Commission of the Philippines, through the 2023 General Appropriations Act, intends to apply the sum of Nine Million, Seven Hundred Fifty-One Thousand, Three Hundred Fifty-Five Pesos and 87/100 (₱9,751,355.87) being the Approved Budget for the Contract (ABC) to payments under the contract for Restoration of Patnongon Old Casa Municipal in Real St., Poblacion, Patnongon, Antique Phase II. Bids received in excess of the ABC shall be automatically rejected at bid opening.
    1. The National Historical Commission of the Philippines now invites bids for the above Procurement Project. Completion of the Works is required two hundred forty (240) calendar days. The bidder must have an experience of having completed a Single Largest Completed Contract (SLCC) on Restoration of Unreinforced Masonry. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

REQUEST FOR EXPRESSION OF INTEREST – MEMORIAL FOR UNSUNG AND NAMELESS HEROES AND MARTYRS AT THE LIBINGAN NG MGA BAYANI IN TAGUIG, METRO MANILA

  1. The National Historical Commission of the Philippines, through the 2024 General Appropriations Act intends to apply the sum of Ten Million Pesos (Php 10,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Memorial for Unsung and Nameless Heroes and Martyrs at the Libingan ng mga Bayani. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
  2. The National Historical Commission of the Philippines now calls for the submission of eligibility documents for preparation, conceptualization, design, fabrication and installation of an art-deco monument. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 15 March 2024 at NHCP building, T.M. Kalaw Ave., Ermita, Manila Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:Applicable experience of the consultant or in the case of new firms, the individual experiences of the principal and key staff, including the times when employed by other consultants;

    Qualification of personnel who may be assigned to the job vis-à-vis extent and complexity of the undertaking; and

    Current workload relative to capacity;

  2. Bidding will be conducted through open competitive bidding procedures using non- discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 

  1. The Procuring Entity shall evaluate bids using the Quality Based Evaluation (QBE) The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
  2. The contract shall be completed within 240 calendar days.
  3. The National Historical Commission of the Philippinesreserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
