- The National Historical Commission of the Philippines (NHCP), through the General Appropriations Act 2021 (GAA) intends to apply the sum of Php 2,100,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for: Design, Development, Installation, Configuration, Deployment and Implementation of the NHCP Human Resource Management Information System (HRMIS)
Bids received in excess of the ABC shall be automatically rejected at bid opening.
- The NHCP now invites bids for Design, Development, Installation, Configuration, Deployment and Implementation of the NHCP Human Resource Management Information System (HRMIS). Delivery of Services required is within 90 calendar days. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. - Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and also to citizens or organizations of a country the laws and regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183

1. The National Historical Commission of the Philippines (NHCP), through the General Appropriations Act 2021 (GAA) intends to apply the sum of Php 4,966,950.70 being the Approved Budget for the Contract (ABC) to payments under the contract for:

BAC RESOLUTION NO. 2 S. 2021 – RECOMMENDING THE DECLARATION OF EXTENSION OF THE OPENING DATE OF BIDDING FOR THE DETAILED ENGINEERING STUDIES FOR THE RESTORATION OF CABUGAO CHURCH COMPLEX AND SARRAT CHURCH COMPLEX IN ILOCOS SUR AND ILOCOS NORTE, RESPECTIVELY
WHEREAS, the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) conducted a public bidding for the Project Detailed Engineering Studies for the Restoration of Cabugao Church Complex and Sarrat Church Complex in Ilocos Sur and Ilocos Norte, respectively with a total ABC of PHP 3,400,000.00 through its advertisements on PhilGEPS, Philippine Daily Inquirer, NHCP premises and NHCP Website on 7-14 January 2021 and direct invitation on 21 January 2021.
WHEREAS, Section 35.1.a) of R.A. 9184 Implementing Rules and Regulations states that the BAC shall declare the bidding a failure when no bids are received;
WHEREAS, upon two (2) failures, on 21 January 2021, the NHCP BAC directly invited Digiscript Philippines Inc., Enrique O. Olonan & Associates and Leimahn Development Corporation;
WHEREAS, the NHCP-BAC extended the deadline of submission for the invited consultants to supply additional requirements;
NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its deliberation on 28 January 2021,
BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the opening of bids for the Detailed Engineering Studies for the Restoration of Cabugao Church Complex and Sarrat Church Complex in Ilocos Sur and Ilocos Norte is extended from 29 January 2021 to 4 February 2021, and that bids will be accepted until said date.
