WHEREAS, the National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited companies to bid for Maintenance Works and Restoration of the Museo ng Kasaysayang Panlipunan ng Pilipinas (Pamintuan Mansion) in Angeles City, Pampanga, with a total Approved Budget Cost (ABC) of One Million, One Hundred Sixty-Two Thousand One Hundred Four Pesos and 6/100 (PHP 1,162,104.06) through its advertisements on PhilGEPS, a newspaper of general circulation, and on notices posted at the NHCP premises and the NHCP Website on 27 January to 03 February 2021;
WHEREAS, only one (1) company, namely J.S. Lim Construction & Trading, have signified their interest to participate in the bidding and submitted their technical and financial proposal accordingly;
WHEREAS, their submitted bid was opened on 17 February 2020, 1:00 PM, in the presence of their duly-authorized representative;
WHEREAS, upon checking the contents of the first envelope (Technical Component) of their submitted bid, it was found that the signature of the contractor was not affixed on some of the documents, rendering them invalid, and consequently, the entire first envelope incomplete;
WHEREAS, pursuant to Section 30 of Republic Act No. 9184 (Government Procurement Reform Act of 2002), only bids which are determined to contain all the bid requirements of the technical component shall be considered for the opening and evaluation of the financial component, and thus the second envelope (Financial Component) was returned unopened to the bidder.
NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 17 February 2021 deliberation, be it
RESOLVED, AS IT IS HEREBY RESOLVED, that the bidding for the project Maintenance Works and Restoration of the Museo ng Kasaysayang Panlipunan ng Pilipinas (Pamintuan Mansion) in Angeles City, Pampanga be declared a failure. Consequently, the BAC shall conduct a re-bidding and reposting of the said project.
