WHEREAS, The National Historical Commission of the Philippines Bids and Awards Committee (NHCP-BAC) invited qualified companies to bid for the Detailed Engineering Studies (DES) for the restoration of the Cabugao Church complex (St. Mark the Evangelist Parish) in Cabugao, Ilocos Sur and the Sarrat Church complex (Santa Monica Parish Church) in Sarrat, Ilocos Norte; respectively with a total Approved Budget Cost (ABC) of Three Million Four Hundred Thousand Pesos Only (₱ 3,400,000.00) through its advertisements on PhilGEPS, a newspaper of general circulation, notices posted on the NHCP premises and in the NHCP website on 11-18 December 2020 and on 7-14 January 2021;

WHEREAS, following two failed biddings, on 21 January 2021, the NHCP directly invited three (3) companies, namely Digiscript Philippines Inc., Enrique O. Olonan & Associates and Leihman Development Corporation, Inc.;

WHEREAS, pursuant to BAC Resolution No. 2, s. 2021, the deadline for the submission of bid proposals was extended to 04 February 2021;

WHEREAS, only Leihman Development Corporation Inc. has submitted a bid proposal before the 04 February 2021 deadline;

WHEREAS, their submitted bid proposal was opened for examination by the NHCP BAC on 09 February 2021 at 9:00 AM, and after passing all criteria for post-qualification, Leihman Development Corporation, Inc. was declared as the sole bidder that submitted the Single Lowest Calculated Responsive Bid of Three Million Three Hundred Ninety-Nine Thousand Pesos only (₱ 3,399,000.00).

NOW THEREFORE, upon unanimous decision and approval of the NHCP-BAC during its 09 February 2021 deliberation, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the project contract for Detailed Engineering Studies (DES) for the restoration of Cabugao Church complex in Cabugao, Ilocos Sur and Sarrat Church complex in Sarrat, Ilocos Norte be awarded to Leihman Development Corporation, Inc. with the amount of Three Million Three Hundred Ninety-Nine Thousand Pesos Only
(₱ 3,399,000.00).
